    The economist, Dr. Safwan Qusai, explained the country's need for a multiple salary scale and not relying on a single scale for employee salaries, pointing out that there is injustice not only at the level of ministries, but also at the level of a single ministry.

    Qusai told Al-Maalouma, that "there is a need to review the job titles and the average income of each job title, as the proposed salary scale needs to be reviewed because it does not distinguish between job titles based on the ministry's need for the title and the required certificate, as it is assumed that there will be a salary scale for each A job title so that the minimum as well as the highest salary is guaranteed.
    He added, "It is unreasonable for there to be a large discrepancy in salary for the same job title between ministries, as there is still an opportunity to correct salaries within the budget, so that new financial allocations are not resorted to, as it is possible to reclassify financial allocations to ensure funding for employees within the ministries."
    And he indicated that "the country is in dire need to find a multiple scale for salaries and not a single scale for all job titles, as it deprives competence of income rates that are consistent with the desires of society to add scientific competencies, and therefore there is a discrepancy and a sense of injustice not only between ministries, but also within a single ministry." ended 25 n
