Baghdad: Al-Sabah,
the Council of Ministers, in its session held yesterday, Sunday, headed by the President of the Council, Muhammad Shia’a Al-Sudani, approved the recommendations of the joint meeting on the issue of studying the creation of universities, which was held in the Prime Minister’s Office on May 29.
The council stipulated, in a statement by the office of the head of the Media Council, that the establishment of private universities be conditional on twinning with solid foreign universities listed in the scholarship guide at the level of programs and curricula in all governorates, or the creation of a branch for a solid foreign university listed in the scholarship guide and in accordance with the approved standards and the conditions and controls of the ministry, and that The selection of sites and specializations for public and private universities shall be in accordance with the vision of the Ministries of Higher Education and Planning, provided that all relevant ministries and agencies provide the necessary land and allocations for public universities.
And based on the directives of the Prime Minister to empower and support youth in various fields, including the economic aspect, the Council of Ministers approved that applications for the establishment of start-up companies should be submitted (through a group of engineers in addition to a financial and legal accountant); To the Companies Registration Department affiliated to the Ministry of Commerce, and for the ministry or the governorate to provide technical support to the startup companies through a specialized engineer, who supervises and assists the youth during their work, for a period of two years, and approved granting the startup company contracting work up to one billion dinars, without bidding (at the rate of one work per six months), indicating that support for startups lasts for
two years.
The Council decided to write off the amount of the financial advance granted to the theater artist, Dr. (Khaled Ahmed Mustafa) for the purpose of treatment outside Iraq, which was disbursed by the Ministry of Health; Based on the relevant applicable laws.
The Council agreed to donate (25) saloon vehicles (Nissan Sunny) of the year 2023, from the Ministry of Youth and Sports to members of the Iraqi football team, and five vehicles to the Iraqi Football Association, on the occasion of their winning the first place in the (Gulf 25) Cup championship. Football, which was held in the province of
Basra.
Meanwhile, the Prime Minister stressed, in an emergency session devoted to discussing the semi-annual report, on evaluating the government program implemented by ministries and bodies not linked to a ministry, the importance of the government program that translated what was stated in the ministerial curriculum, and was voted on by the Council of Ministers, and the government's keenness to comply. implement it.
Al-Sudani appreciated the efforts of the ministers and all the staff and associates who contributed to the implementation of their ministries' program, as well as the government program team that made great efforts and worked to develop scientific mechanisms for evaluation.
He pointed to the difficulties faced by the ministries in implementing the program, foremost of which is the absence of a budget that provides a legal space for work, in addition to the financial allocations necessary to implement projects and programs that fall within the government program.
The session witnessed a discussion of the report on assessing the performance level of the ministries in implementing their obligations towards the government program, to enhance strengths, point out weaknesses and imbalances, and develop mechanisms to correct them.
