The Council of Ministers voted, on Tuesday, on several decisions, including reducing the price of kerosene for private generators.
And the office of the Prime Minister, Muhammad Shia’a Al-Sudani, stated in a statement, which Mawazine News received a copy of, that “Today, Tuesday, Al-Sudani chaired the twenty-eighth regular session of the Council of Ministers, during which developments in the situation in the country were discussed, and follow-up on the implementation of files related to the priorities of the government program, as well as Discussing the topics on the agenda, and issuing decisions and recommendations in this regard.
He added, "The session witnessed a discussion of the current electricity crisis, which receives personal attention and follow-up by the Prime Minister, and in the context of addressing the crisis and with the aim of adding new sources of gas, to support the national gas network, and to provide fuel to electric power production stations, the Cabinet approved what Come:
■ Reducing the price of gas oil (kerosene) supplied to private generators to 250 dinars per liter, and the Ministry of Finance will deduct the mentioned amounts from the share of the public treasury owed by the General Company for the Distribution of Petroleum Products, and this decision will be implemented from the date of its issuance until August 31, 2023.
■ Approving the Ministry of Oil to purchase quantities of gas from the Kormor field in the Kurdistan region of Iraq.
In the same context, the Council of Ministers approved the following:
1- The Ministry of Oil sold quantities of crude oil and black oil to the Islamic Republic of Iran, equivalent to the value of supplying gas and purchasing electric energy deposited in the account of Iranian companies in Iraqi banks.
2- The Ministry of Oil will barter a quantity of crude oil, oil and black oil with gas imported from the Islamic Republic of Iran, according to the allocations contained in the Federal Budget Law for the fiscal years (2023, 2024, 2025) for the aforementioned purpose.
Provided that the Ministries of Oil and Finance take the necessary measures to conduct entry settlements, in coordination with the Office of Financial Supervision.
3- The Oil Marketing Company is authorized to set up the necessary marketing and contractual mechanism to implement the above, to sign contracts with companies nominated by the Iranian side as an exception to the controls and instructions approved by the National Oil Marketing Company (SOMO).
He pointed out, "In confirmation of the government's approach to proceeding with reconstruction and infrastructure projects, and its support for the private sector and investment, the Council of Ministers approved the issuance of the Iraq Development Fund system, based on the provisions of the constitution, and to facilitate the implementation of Article 42 of the General Budget Law for the years (2023-2024).
In the context of supporting the national arms industry, the Cabinet voted not to approve a draft law disengaging the General Company for Copper and Mechanical Industries from the Military Industrialization Authority, and attaching it to the Ministry of Industry and Minerals, and decided to form a committee from the Ministry of Industry and Minerals, the General Secretariat of the Council of Ministers, and the Industrialization Authority .
In the energy file, the Cabinet approved the entry into force of a memorandum of understanding between the Ministry of Oil in the Republic of Iraq and the Ministry of Energy and Mineral Resources in the Hashemite Kingdom of Jordan signed on May 4, 2023 .
The Council of Ministers also approved the recommendation of the Energy Ministerial Council (23048i) for the year 2023, which stipulates that the Ministry of Oil / Dhi Qar Oil Company direct an invitation to the Italian company, PEG, to implement a project to install and operate the wet oil treatment unit for the Nasiriyah gas isolation station / the bank of insulation-A card. (50,000) barrels, in the direct contracting manner, as an exception to the instructions for implementing government contracts (2 of 2014), provided that the Ministry of Oil assumes the validity of the legal procedures taken in this regard.
In the energy file, the recommendation of the Energy Ministerial Council (23008) for the year 2023 was approved regarding the approval of the recommendation of the Central Committee for Review and Approval of the referral in the Ministry of Oil, which includes the referral of the project for the construction of the third marine export pipeline with a diameter of 48 knots, and an operational capacity of 2 million barrels / day, within The Japanese loan, the Basra Oil Company, is in the custody of the Dutch Boskalis Company in the amount of (416,900,000) dollars, only four hundred and sixteen million and nine hundred thousand dollars, with an implementation period of 400 days, in addition to the period of early works, and the Ministry of Oil checks the required priorities in this regard, after Coordinating with the companies and concerned authorities in the Ministry, including the cost of the project, optical acceptability, and refunds.
The Council of Ministers discussed other issues on the agenda, and issued the following decisions:
First / Approval of the Ministry of Finance allocating an amount of 2 billion dinars to the Iraqi Artists Syndicate; To meet the expenses of the Baghdad Arab Film Festival.
Second / amending Cabinet Resolution (216 of 2022), allocating an amount of 10 billion dinars to the Ministry of Interior, to build border posts on the Iraqi-Iranian border, within the Kurdistan region, to prevent infiltration and smuggling, and the posts on the Iraqi-Turkish border will be completed, after the approval of the general budget from the previous assignment.
Third / Approval of the following:
1- Amending the Council of Ministers Resolution (216 of 2014) regarding resolving the issue of Imam Jaafar Al-Sadiq University (peace be upon him) to become according to the following:
- Approval of the lease of the two plots numbered (3/478, 3/479) Al-Waziriya District, owned by the Ministry of Communications, on which Imam Al-Sadiq University (peace be upon him) is built, to the aforementioned university, as an exception to the public bidding procedures, and based on the provisions of the sale law and state money rent (21 of 2013 as amended), and State Council Resolution No. 105 of 2017.
2- The Ministry of Finance undertakes to sell the buildings it owns on the two plots mentioned in Paragraph (1) mentioned above to the General Company for Communications and Informatics, affiliated to the Ministry of Communications, or Administrative expropriation in accordance with the provisions of the amended Expropriation Law No. (12) of 1981.
Fourth / Approval of a draft law ratifying the Republic of Iraq on the Arab Protocol to Prevent and Combat Trafficking in Human Beings, Especially Women and Children, annexed and complementary to the Arab Convention on Combating Organized Crime, across national borders, and referring it to Parliament, based on the provisions of the constitution. Ended 29 / h.
