    The Parliamentary Services and Reconstruction Committee confirmed that the government is proceeding with amending the law of ownership of transgressors and sending it to the House of Representatives again.

    A member of the committee, Representative Haider Sheikhan, said in a press interview, "The law of ownership of transgressors, which is the law dealing with slums, was sent by the government of Adel Abdul-Mahdi to the House of Representatives."

    He added that "the committee carried out several workshops and prepared a study for the purpose of enacting this law and including it within the laws and legislation. The workshop was composed by the Director General of the Agricultural Lands Authority and the Director General of Municipalities for the purpose of amending this law to deal with slums. He read a first reading, and after that a group of workshops was set up for the purpose of enacting the law. We were surprised that the law was withdrawn from before the government."

    He continued, "The government is now proceeding to amend the law and send it again to the House of Representatives for the purpose of enacting it, and a set of decisions were issued by the Council of Ministers in this regard, but all the decisions of The Council of Ministers in this regard did not contain a real treatment of slums, especially the slums that are within the basic design of cities and are covered with yellow wax, meaning residential. ".

    He pointed out that "this issue needs to be studied before this design, sectoral designs for slums to know the street spaces for the municipality to own them and the real estate spaces for the citizen to own them according to the law and to ensure that these Areas are included in the reconstruction and projects plan, because if the streets are not owned by the municipality, they will not be included in this situation.”

    Sheikhan added, “There are several problems, especially lands burdened with disposal rights for others within the basic design, including lands belonging to the Ministry of Finance. Preparing designs and owns also from facilitating the conduct of this law.[/rtl]
