Specialists in the economic affairs called for strengthening control over the state's resources in order to ensure the reduction of corruption and the preservation of funds from squandering and waste by enhancing transparency in state institutions.
An economic symposium organized by the Platform Center for Sustainable Development dealt with social justice in the state’s general budget (2023-2025) by working on a new model for preparing the state’s general budget that is in line with the Iraqi economic and regulatory environment and focusing on developing specific sectors instead of focusing on all sectors, and giving priority to important sectors. He left the idea of a balanced distribution to the governorates on the basis of (poverty rates and population) by focusing on the strengths in the governorates and focusing allocations to serve the strengths to create sustainable economic projects.
The Executive Director of the Platform Center, Ghazwan Al-Manhalawi, referred during the symposium attended by "Al-Sabah", to the federal general budget of the state, which was approved for three years and was the highest in terms of financial allocations, as it witnessed the loading of legal materials outside the subject of the budget.
As for the academic and head of the Economic Studies Department at the House of Wisdom, Falah Hassan Thuwaini, he said to "Al-Sabah": "Many legal articles were mentioned in the budget law that push towards achieving social justice, including those related to allocating funds to implement the poverty reduction strategy, and what is related to providing job opportunities." He pointed out that with regard to achieving justice for minorities, the budget contained, for the first time, explicit articles pertaining to minorities and achieving a kind of justice for them, such as appointments, compensation, and funds for the reconstruction of their areas. The budget also included financial grants for students from families covered by the social protection network and providing jobs for some ministries and governorates, including The Ministry of Education achieves a kind of job creation, which in turn contributes to achieving a fair distribution of wealth, indicating that the delay in launching the budget until the month of August led to the delay in important projects.

In turn, Raafat Al-Baldawi, director of policies at the Platform for Development, told Al-Sabah that “the previous Iraqi budgets did not witness these huge numbers, and that the estimates of this budget are trying to achieve part of social justice for some groups, even if this justice is incomplete in many cases.”

He pointed out that "the (2023) budget included in some of its paragraphs the issue of social justice, and this is an internal variable, but the external variable remains to have a fundamental role in determining the effectiveness of the internal variable, for example investment is a function of the interest rate, but sometimes we move the interest rate up and down, but it does not respond because of the external variable such as (Security situation, political changes, corruption).
