    Baghdad today - Baghdad
Today, Tuesday (September 12, 2023), political analyst Adnan Al-Tamimi considered that the local elections scheduled for next December 18 are “recycling with a new title,” pointing out that the traditional forces are the biggest beneficiaries.
Al-Tamimi said in an interview with “Baghdad Today” that “any change must begin by proposing an election law that gives high flexibility for competition between all political parties, whether they are large or emerging parties or independents,” noting that “the current election law was drawn up according to the size of the parties.” "It is important on the Iraqi scene, especially since it found in the 2021 elections a warning bell for its presence after the victory of the independents."
He added, "The provincial councils, although they came with a constitutional title, are the direct cause behind 50% of the governorate's crises, as they represent an episode of political conflicts par excellence, and they were the ones behind the 'October demonstrations' years ago, especially since all the governorates have tons of cases related to violations and corruption in the departments." oversight.”
Al-Tamimi pointed out, “Most of the governorate administrations will change after the 2023 results, but politics will remain the same and the spiral of conflicts will continue after a period of calm that lasted for three years due to the absence of governorate councils from the political scene,” stressing that “the 2021 elections remain the most prominent address for change through the ballot box after 2003 because of its electoral law.
296 political parties organized into 50 alliances will participate in the elections, along with more than 60 candidates who will participate on individual lists.
Candidates are competing for 275 seats in the Iraqi provincial councils, 75 of which have been allocated within a quota for women, and 10 seats for ethnic and religious minorities.
According to the constitution, the elected provincial councils are responsible for selecting the governor and the governorate’s executive officials, and have the powers of dismissal and appointment, and approving the project plan according to the financial budget allocated to the governorate by the central government in Baghdad, in accordance with the Iraqi constitution. These will be the first local elections held in Iraq since April 2013. .
Expectations are still conflicting and unclear about the expected participation rate in the upcoming elections, but observers expect a large participation this time, because the provincial council elections differ from the parliamentary elections, especially since candidates in local elections often depend on the masses around them, who in turn are keen to run. This experiment.
