Committee member, Moeen Al-Kazemi, said: For the program {Free Speech} broadcast by Al-Furat satellite channel this Monday evening, it said: “The 2023 budget, which was approved on June 25, and the instructions for implementing the budget came on July 15, and the region was waiting for its share in the budget and was expecting that this budget, amounting to 199 trillion dinars, would have a share of 16 trillion dinars.” And 400 billion dinars, noting that what was approved is the planning budget, not the actual budget.”
He added, "The law stipulates that the region's share is 12.67% of the actual expenditures, and on this basis, during the first 6 months, it was 2 and a half trillion dinars, in addition to amounts delivered in 3 batches of 400 billion dinars and funding for each batch. However, this funding was not enough to cover salaries." ".
Al-Kadhimi continued, “The government team that entered into negotiations with Kurdistan calculated the region’s oil revenues at 8 trillion and 200 billion dinars for the first 3 months, after which they stopped due to the closure of the oil pipeline by the Turkish side, and non-oil revenues amounted to one trillion and 954 billion dinars, in addition to the money received by the region.” The total will be 8 trillion and 200 billion dinars, and in our opinion it is sufficient to pay salaries and various expenses, but the region does not have financial liquidity to pay the salaries of its employees in the months of July, August and September.”
He pointed out that "after the arrival of the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, to Baghdad, it was agreed to disburse loans in 3 portions {700} billion for each portion from Iraqi banks in exchange for the region’s entitlement from the total budget, which is 12.67% of the actual expenses. Al-Kadhimi added, “The amendments to the tripartite budgets affected the region’s share and the consensus that occurred between the region and the center. The region was expected to receive 16 trillion and 400 billion dinars from the total amount in the budget, and the talk that is taking place regarding actual revenues, and in the best circumstances, will reach 150 trillion dinars in this period.” This year, we are counting on the remaining 3 months of the year, so the framework and the coalition, and through the visit of the regional government delegation, there was an effort to find a legal solution to the current crisis that the region is going through, despite the calculation of 8 trillion and 200 billion dinars in revenues for the first 6 months.
He went on to say, "The important thing that happened to the 2023 budget, namely Articles 12 and 13 that stipulated on the region, is production and the duty of the federal government to export, sign contracts, receive amounts, and deposit them in the Central Bank."
Al-Kazemi continued, "The region announced its readiness to deliver 400,000 barrels per day, but the Ministry of Oil receives only 100,000 barrels due to the cessation of production companies in the region. They stopped working due to the cessation of the export line through the port of Ceyhan, in addition to technical issues that the Federal Ministry of Oil is complaining about in finding infrastructure." necessary to transport the region’s oil to other regions.”

There may be negligence on the part of multiple parties, including signing unfair contracts with oil companies in the Kurdistan region without coordination with Baghdad,” describing the employee numbers in the region as “a large exaggeration compared to the population numbers therein, in addition to Registration of 50% of salaries for special grades, which is equal to all special grades in the federal government.

He noted that "the total revenues are calculated and distributed to the governorates in a fair manner, and the government team that negotiated with the region had the desire to find solutions to resolve this crisis, and now it has been agreed to disburse the loans in 3 installments."
Al-Kadhimi concluded by saying, “There is a need to re-settle the accounts, especially during the next three months with the launch of investment allocations, and the calculation of the price of per barrel costs in the region must be addressed, in addition to cooperation in delivering oil exports to Baghdad.”
