     The Kurdistan Regional Government, under the leadership of the Barzani family, continues with its arrogance and failure to fulfill any of its obligations within the budget agreement, which has disrupted the delivery of salaries to employees of service departments in the region. Perhaps the health and education sectors are the most influential, as they touch the daily life of the citizen.

    Former MP Jassim Muhammad Jaafar said in a statement to Al-Maalouma that “the oil agreement between Baghdad and Erbil within the budget has not achieved any point despite the passage of five months.”
     He added, "Delivering oil revenues, ports, and others was the basic condition for Baghdad in exchange for Erbil employees handing over their salaries in an orderly manner."

     He pointed out that "the Baghdad government is committed to supporting employees and the public sector in the region and has delivered new advances to the region, but next year will be more complicated if the loans granted by Erbil are not repaid."
     The repercussions of delaying salaries continue to ravage education, health and learning institutions, where most employees have left and even hospitals have been closed and stipulated to return 
     Education has been devoid of its students and staff
    The Ministry of Higher Education and Scientific Research in the Kurdistan Region decided to postpone the start of the new academic year 2023-2024 until the 25th of this October.

    The Ministry said in a statement received by Al-Maalouma, that “in the interest of the public interest of higher education institutions and the completion of registration procedures and obtaining academic licenses in the ministries, as well as the issuance of new instructions No. 11 of 2023 for Kurdistan regions outside the region so that the beneficiaries of those instructions can apply for registration and obtain Study vacations.
    She added, "It was decided to postpone the start of the new academic year to Wednesday the 25th of this month instead of Sunday the 10th of the same month." 
    Member of the House of Representatives, Zahra Al-Bajari, confirmed that the regional government continues to commit legal and constitutional violations, while calling on the government to oblige Kurdistan to implement the legal provisions that were voted on by the Kurdish representatives in the general budget.
    Al-Bajari said in an interview with the Maalouma Agency, “Despite sending money to the regional government, the latter is trying to throw the blame on the central government,” noting that “Kurdistan is playing on the humanitarian front in order to win the emotions of citizens.”

    She continued, "The government is required to take clear and direct measures towards the region in view of the many violations it is committing," noting that "the Kurdistan government is obligated to implement the legal provisions that were voted on by the Kurdish representatives in the general budget."
    Al-Bajari concluded her speech by saying, “The Erbil government continues to commit legal and constitutional violations, most notably the failure to implement provisions of the general budget,” indicating that “the government’s move toward implementing the law in the region will lead to finding solutions to the many crises that are currently worsening.” 
    The Patriotic Union of Kurdistan Party had warned, in an interview with the Maalouma Agency, that “the situation has reached the stage of collapse after the salary crisis in the Kurdistan region,” while stressing that the continued disruption of the payment of salaries to employees will contribute to a strike in other sectors after the call for a strike by the National Council of Teachers in the region. . 
    Member of the National Union, Burhan Sheikh Raouf, said in an interview with the Maalouma Agency, “The continued non-payment of salaries to employees will contribute to a strike in other sectors after the call for a strike by the National Council of Teachers in the region,” noting “the need to keep political differences away from employee salaries in Kurdistan.”

    He continued, "The economic situation has reached complete paralysis in the local markets as a result of the lack of financial liquidity for citizens to purchase," pointing out that "Kurdistan employees have not received their salaries for three months."
    Burhan concluded his speech, saying: “We must be careful not to let the situation reach the point of collapse after the salary crisis in the Kurdistan region,” noting that “there are many departments that will announce a strike if the crisis continues for a longer period.” End25
