    Baghdad/Al-Masala Event: A member of the Parliamentary Services and Reconstruction Committee, MP Hussein Habib Al-Azirjawi, directed a question to the Minister of Education about the reasons for (Mahdi Alwan Abbas Mahmoud Ghariri) assuming the position of Director General of Rusafa First Education and who is excluded from the nomination lists for registering criminal cases against him according to Penal Code No. 11 of the year 1969) (according to Article 298/292 BC).
    MP Al-Azerjawi asked the Minister of Education to inform Parliament about the legal basis for Mehdi Ghariri assuming the position of Director General in the Ministry of Education after being excluded according to criminal cases against him.
    The phenomenon of ministers and parties nominating people accused of corruption cases for public office is evident due to weak legal oversight and quota control, which gives them the authority to nominate people for public office, in addition to weak transparency.
    Representative Al-Azergawi’s question is based on Article (61 - Seventh - (1) of the Constitution, Article (29) of the House of Representatives Law and its Formations No. (13) of 2018, and Article (50) of the internal regulations, and based on the supervisory role of the representatives, in accordance with the Constitution and the law.
    According to a letter addressed from the office of Representative Azirjawi to the Minister of Education, “Through our monitoring of the website of the Independent High Electoral Commission, it published on its official website lists of the names of excluded candidates for the 2023 governorate councils. We noticed that the name of Mahdi Alwan Abbas Mahmoud Ghariri was included, according to the decision of the Board of Commissioners and the letter of the Integrity Commission.” Federal in 2023.
    The decision of the Board of Commissioners issued on October 18, 2023 regarding the exclusion of candidates clarifies that it is a reference to the decision of the Board of Commissioners to include the exclusion of individuals whose names are mentioned in the letter of the Federal Integrity Commission to register criminal cases against them, and political alliances and parties have the right to replace them with other candidates.
    Among the names mentioned in the book is the candidate for the Azm Iraq/Azm coalition, Mahdi Alwan Mahmoud Abbas Ghariri.
