    Shafaq News/ The Kurdish component in Diyala Governorate seeks to restore its political and administrative role through the local elections portal, despite the dispersion and multiplicity of lists and the consequences of the events of October 2017, while most of the participating Kurdish political parties find the election scene “blurry” and will not become clear until after the results.

    Diyala Governorate has borders with Iran, and it has a common border with the Kurdistan Region, and is inhabited by a mixture of nationalities.


    "Jazm" and administrative and security marginalization of the Kurds
    The official of the Kurdistan Democratic Party’s Electoral Committee in Khanaqin, Ibrahim Aziz, said in an interview with Shafaq News Agency, “I assert that it will be difficult for Khanaqin and its environs to return to before October 2017, and the elections will not achieve that, regardless of their results, because of the control of Khanaqin by the PMF factions and the federal security forces in exchange for marginalization.” And ending the security role of the Peshmerga and Asayish despite the latter’s limited presence in the judiciary.”
    He adds, "The administrative and security decision in Khanaqin is outside the will and participation of the Kurds, and it is a negative factor facing the electoral process and communication campaigns with the masses."

    The Democratic Party, led by Masoud Barzani, evacuated its headquarters in the disputed areas after the military campaign launched by Iraqi forces following the independence referendum held by the region in September 2017, including disputed areas in Diyala, such as the Khanaqin district, which is inhabited by a Korean majority.
    Regarding the fears and harassment facing Kurdistan Democratic Party candidates during the election campaigns in Khanaqin and its environs, Aziz explains, “So far, there has been no indication of any harassment, and we have begun publishing election propaganda in Khanaqin, and it will be published successively in its areas,” noting that “the Democratic Party is committed to its principles in consolidating peaceful coexistence.” And preserving the public interests of Khanaqin as a whole.”
    The party official believes that "it is not possible to predict the Democratic Party's fortunes in advance until the election results are announced," pointing out that "his party will run in the elections with the slogan of renewing the candidates for what the upcoming challenges require."
    Wrong electoral strategies 
    For his part, the candidate of the Patriotic Union of Kurdistan, Taha Ibrahim, reviews all the problems and obstacles that the Kurdish component faces in the electoral competition, the most prominent of which is “being stripped of the security file, the difficulty of resolving the files, the outstanding problems with the relevant government agencies, and the challenges of the wrong electoral strategies throughout the past sessions.”
    Ibrahim added in an interview with Shafaq News Agency, “The most prominent major electoral challenges are the loss of his party and the Kurds in general in the control of the security file, which constitutes a challenge to the electoral process from the Jabara district all the way to the Qazaniya district, the cutting and irregularity of salaries by the regional government, and the failure to find solutions for students of Garmian University regarding... Government appointments, in addition to the mistakes and strategies of the past by repeatedly nominating people who failed electorally or abandoned the masses after the electoral victory.”
    The candidate for the local elections explains that “our current list includes new faces and specialized competencies, including figures who have worked in international and humanitarian organizations, which attracts the masses to return the favor, unlike other lists that are still running in the elections with almost the same faces, which we consider to be strengths of our list on the one hand.”
    Ibrahim asserts that “stripping the Kurds from the security file is a major challenge to the electoral process in the areas affiliated with Khanaqin, but we have adopted a new tactic by restoring voter confidence and using the weapon of innovation, competencies, and social acceptability.”
    Support for one electoral district
    In turn, the official of the Kurdistan Social Democratic Party in Khanaqin, Hussein Jalil, finds that “adopting a single electoral district allows the Kurds spread throughout the administrative units to elect their candidates and Kurdish lists, or supporters from other components of the Kurdish lists.”
    In an interview with Shafaq News Agency, Jalil believes that the Kurds will likely obtain "at least two seats in the Diyala Council, with three Kurdish lists competing in the elections, with a wide Kurdish turnout in the elections."
    Regarding the chances of the Kurdish lists, Jalil explains that “it is not possible to predict in advance due to the diversity of the population in Khanaqin.”
    Expectations of Kurdish absence in the provincial council
    For his part, the media and political activist in Diyala, Ali Abdel Sattar Al-Hajiya, expected “the absence of representation of the Kurdish component in the Diyala Council due to the Kurdish people’s loss of confidence in the political forces, even though it is a general crisis in all the political forces and Iraq in general, in addition to the dispersion of the Kurdish lists, which may make their votes far from being victorious.” Any seat in the provincial council.
    In his interview with Shafaq News Agency, Al-Hajiya indicates that “there are negative impacts on the fortunes and votes of the Kurds after the adoption of a single electoral district and the multiplicity of Sunni and Shiite competing forces in the elections in Khanaqin and its environs.”
    Regarding the electoral chances of the Kurdish lists, Al-Hajiya believes that “the National Union is more likely than the other lists because of its dominance over the local government in Khanaqin.”

    Local elections are important, as these councils are responsible for selecting the governor and his two deputies and preparing the governorate’s budget in light of the financial allocations allocated to them by the government in Baghdad. These councils have the right to dismiss governors and heads of departments, and these councils are chosen based on the size of the demographic composition of each governorate. .
