    Shafaq News/ “The winner in the elections loses,” and whoever can form the largest bloc is the one who has the right to choose the governor, so the coordination framework through the “Framework Bloc” seeks to “exclude” the winning blocs, especially in the provinces of Basra, Karbala, and Wasit, according to what legal experts told the agency. Shafaq News.
    The results of the provincial council elections resulted in the Coordination Framework winning a majority of the seats in the central and southern governorates, but the governorates of Basra, Karbala, and Wasit witnessed the victory of lists affiliated with the governors. Therefore, the framework is trying to replicate its experience in circumventing the results of the previous parliamentary elections, and forming a broad coalition to obtain the management of local governments, especially in Those three governorates.
    "Political game"
    In this context, the legal expert, Amir Al-Daami, says, “The winner in the elections loses, and this is what we are accustomed to, and because the governor is appointed by obtaining half plus one by electing the members of the Provincial Council, the coordination framework followed the strategy of forming combined blocs of parties participating in the elections.” superiority of the winning bloc.”
    Al-Daami explained to Shafaq News Agency, “In Basra, for example, the (Tasmeem) coalition headed by Governor Asaad Al-Eidani took first place and won 12 seats, and the Frame bloc combined won 11 seats, so one of the winners from Al-Eidani was excluded under the pretext of de-Baathification at the expense of the rise Candidate for the Babylon bloc near the frame.
    Thus, the policy of exclusion and the “framework bloc” wins. Whoever is able to form the largest bloc is the one who has the right to choose the governor, according to Al-Daami, adding that this process is a “political game” as happened with the Sadrist movement when they formed the blocking third, and after the movement withdrew, they formed the government.
    These elections took place in the absence of the Sadrist movement, as the leader of the movement, Muqtada al-Sadr, decided on November 13 to boycott the elections at the nomination and election levels.
    It is noteworthy that the Election Commission announced that the total number in the public and private votes reached 6 million, 599 thousand and 668 voters, while the voting percentage reached 41 percent, calculated from the number of those who updated their electoral data only, which is 16 million.
    Governor election mechanism
    Article 7 of the Provincial Councils Law specifies the powers of the Provincial Council, and stipulates that the Provincial Council elects the governor and his two deputies by an absolute majority, that is, half of the members of the Provincial Council plus one, according to the legal expert, Ahmed Al-Abadi.
    While Article 25 of the Provincial Councils Law speaks about the possibility of choosing a public figure from outside the Provincial Council and the members of the Provincial Council vote on him, also in the manner of half the members of the Provincial Council plus one.
    But the head of the provincial council is required to be among the winning members of the provincial council, according to what Al-Abadi told Shafaq News Agency.
    Replace all current governors 
    The head of the Tasmeem Alliance, a leader in the coordination framework, MP Amer Al-Fayez, revealed that the majority of the framework leaders decided to replace all the current governors and replace them with new faces, considering this decision to be undemocratic and to “write off” the desire of the masses of the governorates.
    Al-Fayez, a representative for Basra Governorate, said in a previous statement to Shafaq News Agency, “The coordination framework held a meeting the day before yesterday evening, Tuesday, and took a decision by majority, not unanimously, not to renew all conservatives and replace them in the new phase.”
    But Al-Fayez believed that “the governor who can obtain half plus one of the votes of the members of the Provincial Council can remain in his position, including the Governor of Basra, Asaad Al-Eidani, who is part of the coordination framework.”
    He concluded by saying, "I had reservations about the framework's decision to replace them because there is no justification for replacing the successful governors, and they were elected by the people of the governorate, and therefore it is not right, and it is not democracy, to erase the vision and desire of the masses with a political decision."
    The change of governors is legal and constitutional
    In this regard, the head of the Watan News Center, Dr. Nidaa Al-Kaabi, says, “The survival of the governors is a violation of the election law, because their presence was illegal and they were not elected through the Provincial Council, and if the members of the Provincial Council renew the term of one of the governors, this will be legal.” .  
    Al-Kaabi explained to Shafaq News Agency, “The coordination framework’s attempt to change the governors and not renew them is not motivated by personal hostility, but rather in implementation of the provincial councils law and the constitution as well.”
    The day before yesterday, Tuesday, the leaders of the coordination framework held a meeting in the presence of Prime Minister Muhammad Shiaa Al-Sudani to discuss the formation of local governments.
    An informed source told Shafaq News Agency, “The meeting discusses the possibility of retaining some of the current governors after evaluating them.”
    It is noteworthy that the coordination framework decided to run in the governorate council elections with individual blocs, provided that the structure of the framework remains cohesive and without influence on it.
    The Coordination Framework issued a decision on December 20, 2023, requiring the unification of its blocs in the governorate councils under the title “Framework Bloc,” for the purpose of proceeding with the formation of local councils and selecting the governor.
