    Great efforts are being made by the Kurdistan blocs, particularly the Patriotic Union of Kurdistan bloc, to amend the federal budget law and address the problem of employee salaries in the Kurdistan Region.
    The Patriotic Union of Kurdistan believes that it is necessary to separate employee salaries from political conflicts by providing employees with monthly salaries, just like other employees in other Iraqi provinces.
    Dr. says: Nermin Maarouf, member of the Finance Committee in the House of Representatives: “The amendment to the budget law is scheduled to be sent to the House of Representatives soon, in order to amend it, but it may take weeks to amend it, as it is expected that the amendment will take place at the beginning of next February, and until then it is expected that The federal government continues to lend to the region.”
    A member of the Parliamentary Finance Committee confirmed, “What is important for us is to separate the issue of the salaries of the region’s employees from the obligations of the Kurdistan Regional Government, and to deal with them like the rest of the employees of other regions of Iraq. From this standpoint, we stress the necessity of removing employee salaries from actual expenses, and there is now an opinion that it is necessary to include The salaries of all Iraqi employees, including the employees of the Kurdistan Region, are included in the governing expenses, but this is not the final proposal, pending the agreement of the two governments to reach a joint solution to the salary problem.”
    Dr. says Nermin Maarouf: “The demand of the regional government and the Kurdistan blocs in the House of Representatives is to amend Article 11 and the rest of the articles related to the Kurdistan Region in the Federal Budget Law, as Article 11 of the law, which has been included since 2015 in the Budget Law, links employee salaries to the obligations of the Regional Government towards the government.” Federal, and including salaries in actual expenditures has a political aspect, and should be amended, and the governments of the region and Baghdad must agree on how to amend the disputed articles, in a way that is in the interest of the region’s employees and at the same time enjoys the satisfaction of the federal government,” stressing that this “needs A political agreement that takes into account the interests of both sides, and resuming oil exports from the Kurdistan Region is an important point that may contribute to solving problems, but it requires reaching understandings locally and externally.”
    For his part, Representative Jamal Cougar, a member of the Parliamentary Finance Committee, says: We are waiting for the amendment to the federal budget for the year 2024 to reach the House of Representatives to see what is the text of the amendment that the federal government sends to us.
    He added: The Federal Prime Minister is determined to address the problem of employee salaries in the Kurdistan Region, and according to the promises made, the federal government intends to address these problems once and for all.
    Representative Jamal Kujar says: The Prime Minister confirmed that he seeks to include the salaries of employees in the Kurdistan Region in the ruling expenditures article, and this matter addresses the problem once and for all.
    He added: If the problem is addressed for this year, it means ending the problem for the coming years as well, because the problem of the salaries of Kurdistan Region employees cannot continue for the coming years as well, and the amount that the federal government decided to send to the Kurdistan Region will arrive before the end of this month.
    For his part, Representative Yousef Al-Kalabi, a member of the Parliamentary Finance Committee, says: The Kurdistan Regional Government and the federal government must adhere to the terms and paragraphs of the federal budget, even if they are amended to address the problem of employee salaries in the Kurdistan Region.
    He added: We are waiting for the text to amend the budget law to arrive, and so far no text has reached the House of Representatives to amend the federal budget for the year 2024.
    He continued: We have received requests from employees in the Kurdistan Region, and we support the demands of employees in the Kurdistan Region for the necessity of receiving their salaries monthly.
    He added: In my opinion, there is another solution to the problem of employee salaries in the Kurdistan Region, which is to pay salaries directly by the federal government, and there is a legal clause that allows the federal government to do this because it is necessary to address this problem once and for all.
    The Federal Council of Ministers decided, in its session held on Sunday 1/14/2024, to send 618 billion dinars to secure the salaries of Kurdistan Region employees within the Kurdistan Region’s share of 12.67% of the federal general budget for the year 2024.
    According to the Federal General Budget Law, the region’s share of The budget for the years (2023, 2024, and 2025) is 12.6%, and the decision of the Federal Council of Ministers was based on this share
