    Suleiman said during his speech on the program (Openly), broadcast by Al-Sumaria TV, that “employees’ salaries must be isolated from the region’s public expenses because they are not fixed and not to a certain standard, and when the region’s dues are paid on this basis, there must be a defect,” noting that “ Everything that was requested from the regional government was implemented, and all statements, tables, and data were presented to the central government regarding oil imports and border crossing revenues with complete transparency, and the reasons for delaying salaries are circumstantial and not essential.”



    He added, "The solutions currently being presented are temporary for the last three months of the current year, and two batches of employee salaries were sent to the region, and after the end of the year we will encounter the same problem," stressing, "We need to develop a specific strategy agreed upon by the two governments on the issue of implementing the budget items and the government." Federalism, not to be drawn into some aspects and leave behind the basic differences that are real entitlements of the region.”
