On Saturday, the Committee for Defending the Rights of Teachers and Employees in the Kurdistan Region announced that it had collected more than 60,000 signatures to transfer the salaries of the region’s employees to the federal government, indicating that it took this step after “encouragement” from the Secretary-General of Asaib Ahl al-Haq, Qais al-Khazali, and other officials.
The commission’s representative, Dilshad Mirani, said during a press conference, “Last Tuesday, the commission’s members met with the Secretary-General of Asa’ib Ahl al-Haq, Qais al-Khazali, and a number of Iraqi officials for the purpose of discussing the salary crisis of the region’s employees in Baghdad.”
He added, "It was agreed to collect signatures of the region's employees for the purpose of requesting the Iraqi government to transfer the employees' salaries directly to it in accordance with the (MasterCard) system."
The representative of the Commission stated that, “So far, 61,000 signatures have been collected from all governorates of the region, and it is hoped to reach 200,000 signatures during this week for the purpose of handing it over to the Finance Committee in the Iraqi Parliament.”
Dilshad called on all teachers and employees to “participate in collecting signatures for the purpose of ending the chronic employee salaries problem.”
An informed political source reported, on September 17, 2023, that the Federal Council of Ministers had agreed to finance the Kurdistan Regional Government to pay employees’ salaries for the last three months, while the Prime Minister of the Regional Government, Masrour Barzani, announced that an agreement had been reached with the Prime Minister of the Federal Government, Muhammad Shiaa Al-Sudani, regarding securing salaries. Article 13 of the budget obligates the Kurdistan Region to deliver at least 400,000 barrels of crude oil on a daily basis to the “SOMO” company for export through the port of Ceyhan, or to use it locally if it is not exported.
The issue of the Kurdistan Region’s oil and its non-oil revenues has been one of the thorny issues for several years that has not been resolved. In recent years, the federal government has adopted a new mechanism to disburse the region’s dues in the budget, represented by providing financial loans so that the Kurdistan Government can pay employees’ salaries, the disbursement of which is usually delayed. Several months.
