    Shafaq News/ Member of the Parliamentary Finance Committee, Mustafa Sanad, revealed on Wednesday that the funds allocated for salaries in the federal budget are not enough to make adjustments to the salary scale of state employees.

    Sanad told Shafaq News Agency, “The value of state employees’ salaries in the general budget amounts to about 57 trillion dinars per year, and making any amendment to the employee salary scale requires an amendment to the budget law before it is approved by the government and the House of Representatives.”

    He stated that "the salary scale is not limited only to the budget law, but it is also linked to the civil service law, and there is a desire among the Parliamentary Finance Committee and the political blocs to amend the employee salary scale law."

    Sanad added, "However, there is a financial obstacle that prevents an amendment to the salary scale, which is that the government claims that the funds in the budget are insufficient to address the amendment to the employee salary scale."

    The Ministry of Finance issued a clarification on the 10th of January, confirming that amending the employee salary scale is not the exclusive responsibility of the Ministry.

    The Ministry stated in a statement received by Shafaq News Agency, that it has worked throughout the past period to provide all parties whose work is related to the salary scale file with all the data available to it, especially the Diwani Order Committee No. 24 of 2022.

    The Ministry explained that it “does not have a biometric system linking all spending units, as far as its work is concerned, which includes approving the staffing of spending units exclusively funded centrally, and in order to provide the committee with sufficient data to know each employee what he is receiving in allocations, it is the responsibility of the spending units in state institutions to provide Data of its employees to the concerned authority.

    He explained, "The new salary scale is currently being presented to a committee of experts to give the final opinion, and then it will be transferred to the Council of Ministers for approval."
