Provincial councils again

For more than a decade, voices have clearly emerged calling for the abolition of provincial councils as a “superfluous link.” Much was written in accordance with this demand, which was raised as a slogan and title for some protests at the time. However, these votes reached their peak in October 2019, which forced the House of Representatives to vote to cancel the councils due to “mismanagement, choosing incompetent governors, and extending them without specifying a time limit.” In the face of several legal objections, namely that “the House of Representatives does not have the authority to dissolve the governorate councils by decision,” Parliament met again to content itself with suspending the work of the governorate councils.
Today, following the recent local elections, we are witnessing the return of life to the governorate councils after a ten-year slumber. What does the citizen expect from them and what can these councils do with their new blood to erase the blurry image that was framed by the feeling of distrust in them?
The first thing that can be done here is for the winners of the people’s trust to forget their performance in the electoral race, reduce the roar of the epic promises they made for nothing in their campaigns, put their feet on the ground of reality and the possible, and believe that a little truthful is certainly better than a lot of falsehood. .
It is known that among the most prominent factors for the failure of previous councils was the political rivalry and lack of harmony between the work of its members due to the discordance of their political affiliation and the conflict of their interests and the interests of their parties. Today, they are faced with the task of restoring the citizen’s confidence in them. Repeating this conflict and conflict is a reason for repeating the disappointments that were the fuel of successive protests. .
It is obvious that each governorate has its own specificity that makes its needs different in some way from the needs of others, but there is an inventory of needs that is almost comprehensive for all of Iraq, including, of course, basic services such as electricity, sanitation projects, and roads, and chronic problems such as poverty, unemployment, crime, and the spread of weapons. If the citizen sees serious work in these files and an achievement, even if limited, in them, then the new councils will have succeeded in opening a new page with the people that can be an asset to a long-absent trust.
The task before the new members is difficult and complex, but a little sincere work, rejection of quarrels, some self-denial, a lot of humility, and listening to the concerns of citizens can make the task easier.
