    The head of the Federal Integrity Commission, Judge Haider Hanoun, stated that during the past year the Commission considered (60,213) reports and criminal cases, indicating that they were distributed among (35,043) reports, including (10,196) rotated reports, of which (27,711) reports were completed. It also worked On (27,170) criminal cases, including (8277) pending cases from the year 2022, of which (16,063) cases were completed through judicial procedures.

    Hanoun said, during a review of the Commission’s achievements for the year 2023, that the number of defendants in it reached (14,084) defendants, and (18,868) charges were brought against them, including (55) ministers and those of his rank, and (81) charges were brought against them, and (350) defendants of high grades were brought against them. Private officers, general managers, and those of similar rank were charged with (598) charges.



    The Federal Integrity Commission also disclosed the number of judicial recruitment orders issued by judicial authorities. Based on its investigations, during the year 2023 there were (11,186) orders, of which (7,856) orders were implemented.

    The authority explained that (55) recruitment orders were issued against (42) ministers and those of their rank, at a time when the number of those against whom judicial orders were issued for recruitment of special ranks and general directors was (268) officials against whom (359) orders were issued.

    She added that the number of judicial arrest warrants issued during the same period was (2,372) judicial arrest warrants, (2) of which were against a minister, and (20) warrants were issued against (16) defendants with special ranks, general managers, and those of their rank.

     
    Hanoun also confirmed during his review of the Commission’s annual report that the number of judicial arrest orders issued during the year 2023 reached (2372) judicial arrest orders, of which two orders were issued against defendants with the rank of minister, and (20) orders were issued against (16) defendants with special ranks. And general managers and those of their rank.

    He added that the number of decisions banning travel outside Iraq issued by the investigative courts specialized in examining integrity cases reached (228) decisions, as (9) travel ban decisions were issued against a minister and those of his rank, and (26) special decisions banning the travel of a number of people with special ranks and managers.     In addition, the Federal Integrity Commission revealed that its investigations during the year 2023 led to the judicial authorities issuing (3,255) arrest warrants, of which (1,648) were implemented.

    Director General of the Investigations Department, Raed Fadel Dahmush, speaking about the activities and achievements of his department during the year 2023, announced the issuance of (25) arrest warrants against (15) ministers and those of their rank, and (112) other arrest warrants issued against (56) senior officials. And general managers, some of whom are currently in a position of responsibility, including former officials.

    Dahmush stated that the investigation directorates and offices affiliated with his department were able to carry out (2766) flagrante delicto arrest operations during the year 2023, in which the number of red-handed accused persons reached (1,283) accused.

    He added that the type of crimes in which the accused were arrested included bribery, forgery, embezzlement, damage to public funds, and employees exceeding the limits of their jobs, noting that the funds seized during those operations amounted to (2,656,576,200) two billion dinars. 

      
    The Commission, in its review of its annual report, confirmed that the number of those covered by the General Amnesty Law during the year 2023 reached (1,342) convicts and accused of corruption cases, distributed among (1,193) defendants in (167) criminal cases, and (149) convicts for (92) decisions. Judicially.
     
    She added that the amount of money paid according to the judicial decisions issued; Based on the General Amnesty Law, it amounted to (7,347,992,360) billion Iraqi dinars.

     
    For its part, the Federal Integrity Commission revealed its overall achievements in the file of disclosing financial interests, money inflation, and illicit gain, noting that it had received (41,600) forms for those charged with disclosing their financial liabilities during the year (2023) from ministries, agencies, and entities not affiliated with a ministry and all governorates.

    The Director General of the Prevention Department, Muhammad Ali Muftin, indicated, during a review of his department’s activities for the past year, that the response rate of the three presidencies to the obligation to disclose financial assets was (100%), while the response rate of members of the House of Representatives was (81%), as (264) disclosed MP out of the total members of the House of Representatives, pointing out that the response rate of ministers was (100%), while the response rate of heads of independent bodies was (94%) and governors (87%).

    He added that the number of questionnaires that were analyzed; For the purpose of uncovering the inflation, it reached (2,119) forms. (24) files were referred to the Commission’s Investigations Department, while judicial rulings were issued against (5) of them, while the total value of the inflation in the files referred to the Investigations Department and the Supreme Anti-Corruption Commission reached (229,778,025,936) billion dinars. Iraqi, and (1,907,105) million US dollars.

    He stressed that the amounts recovered to the state treasury based on the judicial rulings on illegal gain and the final degree of (5,620,214,000) billion dinars (8,171,000) million dollars represent the value of the illegal gain and the fines resulting from it according to the judicial decisions issued. Based on the Integrity and Illicit Gain Commission Law No. (30 of 2011), as amended.

     
    The head of the Federal Integrity Commission, Judge Haider Hanoun, confirmed that the total of public funds that the Commission prevented from being wasted, and whose return was issued by court rulings, and which it stopped wasting based on its procedures, and which were actually returned to the account of the public treasury, and which were seized during the seizure operations during the year 2023, amounted to ( 2,556,639,066,388) two trillion dinars.
     
    Hanoun explained that the funds that were actually returned to the state treasury in the year 2023 were (429,671,871,625) billion dinars, while judicial rulings were issued to return (69,019,260,854) billion dinars.
