Alliance for Defending Freedom of Expression: Parliament is moving towards a law that undermines freedoms

The “Defending Freedom of Expression” coalition confirmed that the House of Representatives seeks to vote on the draft law on “Freedom of Expression of Opinion and Peaceful Demonstration” during the coming days, in a clear and frank attempt that ignores civil society and the amendments proposed to it.
The coalition stated, in a statement received by (Al-Mada), that “moving towards voting on a draft law that contains observations from local and international human rights organizations, and a major objection from a group of parliamentarians and political forces, confirms the existence of major efforts to undermine freedoms in Iraq.”
According to the statement, for 13 years, civil society has been struggling to prevent the law from being enacted in this form, and many organizations submitted their observations and proposals and worked with parliamentary committees to refine the draft in accordance with the Iraqi constitution and universal principles of human rights, but many political forces insisted that the law be placed like a sword over the necks. Iraqis.
He pointed out that the coalition that was recently formed under the auspices of the Iraqi Observatory for Human Rights, and whose coordinating body was elected according to democratic mechanisms, confirms that “the draft law suffers from several problems, combines more than one law into one law, and ignores what the Iraqi constitution guarantees in its 38th article regarding opinion.” And freedom of expression.”
During the past years, the House of Representatives largely ignored civil society’s efforts to find a regulatory formula, but with the support of political forces, it focused on “restricting the right to freedom of expression,” which is an inherent, rooted, and indivisible right, according to the statement.
According to the Alliance for Defending Freedom of Expression, all parliamentary sessions from 2010 to 2021 proved that “there is a systematic effort to undermine freedoms in Iraq, and to establish dictatorial police laws that prevent Iraqis from exercising their rights, and this can only be excluded from a not-so-large number of members of the House of Representatives who had Clear and frank positions on this.”
On the basis of all of the above, the Alliance for Defending Freedom of Expression called on the Iraqi Council of Representatives, specifically the Presidency of Parliament, and the Legal, Human Rights, Culture and Media Committees, in addition to Security and Defense, to not go towards voting on a draft law that erases the most important pillar of democratic systems, and the most important thing. Check for Iraqis after 2003.
The Alliance for Defending Freedom of Expression in Iraq stressed the importance of “holding a hearing in which organizations, experts, and specialists who do not belong to extremist political forces whose primary goal is to deprive the country of freedoms” are invited.
