    The expert on electoral affairs, Duraid Tawfiq, proposed amending the election law and converting it to a mixed system, and among the reasons for that, he identified the political and technical obstacles to the amendment. Amendment to the law.
    Tawfiq said in an interview with Al-Zawraa, “The talk in the Iraqi political scenes regarding the electoral issue indicates a movement towards changing the Election Law (4) of 2023, which achieved satisfaction in the 2023 local elections,” adding that “the change is due to reasons including political and technical reasons.” This is from the point of view of the electoral administration of the parties that won the last elections.”
    He pointed out that “technical reasons show that most of the members of the House of Representatives today have a regional connection due to the form of the election system in Law (9) of 2020, which was small constituencies and individual nomination, so returning to the previous law will be in the interest of the representatives who have regional weight on the one hand.” On the other hand, it is a message to the Sadrist movement to return to the political scene and electoral participation after it was clear to everyone that its absence from the local elections was a motivating factor for abstention.”
    He explained, “As for the political side, there are fears from some political entities about the emergence of an electoral list led by the Sudanese Prime Minister, which may achieve an unprecedented sweep and may contribute to the participation of the silent majority due to the reconstruction campaign and what was called the Year of Services.”
    He pointed out that "there are some entities, whether in the north or in the west of Iraq, that believe that the amendment to the election law may benefit them. However, the form of the amendment may be based on the area of ​​the electoral district, such that it is average, and the nomination will be through a proportional representation system, and this is what will create controversy within the dome of Parliament." .
    He stated, “The Iraqi Constitution stipulates in Article (56) that the duration of the electoral cycle for the House of Representatives shall be four calendar years, beginning with its first session and ending at the end of the fourth year. The new House of Representatives shall be elected forty-five days before the date of the end of the previous electoral cycle,” adding, “If The date of the first session was 9/1/2022, headed by Al-Mashhadani, and the end of the Council’s life is 9/1/2026, so the approximate date for the elections will be the same date if there is no technical obstruction.”
    Regarding the High Elections Commission, he pointed out, “It usually takes at least six months before this date to start the schedule for operations, meaning that the date of 5/16/2025 is a crucial date for the political entities in deciding their alliances and lists of candidates, and before this date the technical files have been decided, including The Commission Administration Law and the amendment to the Election Law.”
    He added, "If we go in this direction and allocate money to the electoral process, the whistle will blow to announce the start of the electoral marathon. However, if we go in the early elections scenario, we must resolve the technical file in a period not exceeding the eighth month of 2024 so that the Independent High Electoral Commission will be able to manage it." Elections in the spring of 2025.”
    The expert proposed an electoral system called (the mixed system), as this system allows for a combination of proportional representation and the highest number of votes. For example, we assume that a governorate has 100 seats, with 25% of the seats being proportional representation, and the governorate is an electoral district, and 75% is individual nomination for multiple districts at the governorate level.” Stressing that “this type of system achieves a kind of satisfaction among voters and entities.”[/size]
