Following the failure to add the paragraph on the election of the Speaker of Parliament, Sunni anger escalated, especially among the “Sovereignty” Party, led by businessman Khamis Al-Khanjar, and his bloc in Parliament, especially since the bloc’s candidate, Salem Al-Issawi, obtained during a session last Saturday, 158 votes compared to 137 votes. For his competitor, Mahmoud Al-Mashhadani, although the latter is supported by the “Taqaddum” Party, led by former Parliament Speaker Muhammad Al-Halbousi, and the leader of the “State of Law Coalition,” Nouri Al-Maliki.
A Sunni movement
. The “Al-Hikma Movement” led by Ammar Al-Hakim revealed the existence of a Sunni movement to agree on a single candidate to be voted on, but a prominent Sunni leader ruled that out.
In the context of the accusations directed at Al-Mandalawi, which began to take up a wide space on social networking sites, the representative in Parliament from the “Sovereignty” bloc, Muhammad Fadel Al-Dulaimi, accused the acting Speaker of Parliament of obstructing the election of a new Speaker of the Council.
Al-Dulaimi said, in a post on the “X” platform, that “First Representative Mohsen Al-Mandalawi has proven his failure in managing parliamentary sessions by blatantly ignoring the constitution, the bylaws, and the decisions of the Federal Court, and his bias toward one party over another by deliberately delaying the session to select the Speaker of Parliament, and wasting the rights of a major component of the Parliament.” "The country."
Al-Dulaimi added, "It is no secret to everyone that Al-Mandalawi insulted his colleagues, which presented a bad example of the image of Parliament, and everyone who deliberately implements partisan agendas and exploits his powers to serve the party to which he belongs must be strictly held accountable."

In addition, the leader of the “Al-Hikma Movement,” Ahmed Al-Issawi, revealed the existence of what he called a Sunni movement to present a single candidate for the presidency of the House of Representatives during the next few days.
Al-Issawi stated in a press statement, “There is no political party with Mohsen Al-Mandalawi remaining as Speaker of Parliament until the end of the parliamentary session. This is the entitlement of the Sunni component, and we do not want any imbalance in the balances and entitlements, and for this reason all the forces of the coordination framework are working to speed up the resolution of this file.”
Regarding the date of resolving the issue of naming a new speaker of parliament, Al-Issawi said, “Perhaps during this week a new election session will be scheduled, after the round of dialogues currently taking place between all political parties.”
However, in a statement to Asharq Al-Awsat, a prominent Sunni leader ruled out the possibility of agreeing on a single Sunni candidate to head Parliament during the coming period due to the depth of the differences between Al-Halbousi, Al-Khanjar, and his allies within the Sunni House.
The leader said, “As far as I know, there is no movement within the Sunni House, given each party’s adherence to its convictions, in addition to the fact that the time factor has begun to put a lot of pressure on everyone, not because of the extension of the legislative term for one month, but because of the imminent travel of a large number of representatives to Hajj. Parliament loses the opportunity to obtain a quorum to hold a session in which the winning candidate must obtain an absolute majority of Parliament’s votes, which is 166 votes.
The Sunni leader, who requested to remain anonymous, added, “There is a feeling among the Sunni forces supporting Salem Al-Issawi, who received a large majority during the vote, and had it not been for the quarrel during the break, he would have easily won in the third round, that there are those working in collusion with the Presidency of Parliament to disrupt the session.” So that Al-Issawi does not win, which is what Al-Halbousi does not want, and so that Al-Mandalawi remains, which is easier for him than the victory of his fierce competitor in Anbar, which is Al-Issawi, while Al-Mandalawi benefits from remaining at the head of the legislative institution in the country.”
