    Human Rights Watch revealed the escalation of shootings and the use of lethal force by Iranian forces against what are known as "border messengers", or what are known as "human mules" who transport goods on their backs between Iraq and Iran, the majority of whom are Kurds, as this is the only profession they work in to earn their living.

    The organization says that the Iranian authorities have long suppressed and marginalized Kurdish communities, and high unemployment and poverty rates are among the main motivations that push people to work as border reporters, legally or illegally, which is physically demanding and dangerous work.

Iranian authorities have claimed to use force to stop smuggling but have also said they want to regulate the economic activities of border reporters more broadly rather than violently suppress them.

All 13 people were Kurds, and interviewees described incidents that occurred between 2014 and 2023.

    Six interviewees said that Iranian security forces targeted and shot them, and that they witnessed others being shot, and two said that Iranian security forces shot and killed their relatives who worked as cross-border delivery people, and one lost a leg after stepping on a landmine.
