He added: The plan included 5 main programs from which 94 sub-programs emerge, and each sub-program includes a group of activities from 50 to 90 activities in various fields. Indicating: The main programs are most notably economic diversification, achieving partnerships, activating the role of the private sector, reducing dependence on oil, and moving towards activating and developing other non-oil sectors by contributing to increasing the gross domestic product. He continued

Pointing out: The plan was implemented in cooperation and coordination with national and local authorities, and all ministries participated in preparing this plan, and local governments also had a space to participate in the plan, as well as the private sector was also strongly present, and even civil society had a role in preparing this plan.
He continued by saying: In addition, there is a team of international experts delegated by the United Nations Development Program who specialize in development issues. Stressing: The plan took on the challenges facing Iraq internally and externally.

The statement indicated that “at the beginning of the ceremony, the attendees stood for a minute of silence on the occasion of the National Day to recognize the crimes committed against the Yazidis and other components by the terrorist ISIS gangs, which falls on August 3 of each year.”
In a speech he delivered during the ceremony, Al-Sudani praised “the efforts of the Ministry of Planning, the ministries and their supporting bodies, and international partners, indicating that the five-year development plan was approved by the Council of Ministers, in recognition by the government of the importance of the country having a development plan with achievable paths and goals,” stressing “the importance of adhering to the plan’s goals; as it is the way to change the lives of Iraqis for the better.”

He stressed that "our government worked to do justice to all Iraqis, as part of the basic mission in the work of the National Service Government, and we have established in the government program a commitment to support the Iraqi components," indicating that "we have taken many decisions and directives to provide a decent living and a dignified life for our Yazidi people, starting with the selection of a special advisor for their affairs in the Prime Minister's Office."
