The Parliamentary Legal Committee revealed, today, Saturday, that the amendment to the amnesty law does not include crimes committed after 2016 when it was legislated in Parliament, noting that the amendment includes the paragraph pertaining to the crime of belonging to terrorist organizations.

Committee member Mohammed Al-Khafaji told Sumarya News, “What concerns the general amnesty law at the present time is amending a paragraph of the law, not the entire law,” indicating that “the law has been in effect since 2016, but the talk now is about amending a paragraph of its paragraphs that concerns the crime of belonging to terrorist organizations, meaning that those accused of these crimes are not covered by the amnesty law.”

Al-Khafaji added, "This article is currently being amended within the law by amending the description and affiliation with terrorist organizations and who is included in affiliation with these terrorist groups," indicating that "this definition came from the government in this vague and ambiguous form, and needs to be explained and clarified during subsequent readings of the law within the House of Representatives."

Al-Khafaji continued, "However, we must inquire about the reasons behind this amendment," noting that "the inclusion of crimes that occurred after 2016 is not currently included, meaning that if the current general law 2024 is amended, it will not include crimes committed between 2016 (the year the law was enacted) and the current year 2024 in which it is amended."

It is noteworthy that the House of Representatives completed the first reading of the general amnesty law in its session held on August 4, 2024.
