    Al-Eqtisad News publishes the full decisions of the 45th Cabinet session held today, Tuesday, headed by Prime Minister Mohammed Shia Al-Sudani.
    The Prime Minister's Media Office said in a statement, seen by "Al-Eqtisad News", that "Al-Sudani chaired, today, Tuesday, the forty-fifth regular session of the Council of Ministers, in which the latest developments in the country were discussed, and vital files related to the priorities of the government program were discussed, in addition to considering the topics included on the agenda and taking the necessary decisions regarding them."
    The statement added, "As part of the Council of Ministers' follow-up of the preparations for conducting the population census throughout Iraq, on November 20, the Council approved the following:
    1- Emphasizing commitment to the Federal Court’s decision (73/Federal/2010) regarding the general population census.
    2- The census is conducted in the disputed areas by a joint team from the three nationalities (Arab - Kurdish - Turkmen), and a Christian individual is added to the team in the areas with a Christian majority.
    3- The Statistics Authority and the Kurdistan Region Statistics Authority, in cooperation with the Federal Ministry of Interior, will compare the data tables of the following ministries with the census results in: 
    A- Ministry of Interior records, 1957 census and its updates.
    B- Records of the Ministry of Commerce and data of the Ministry of Migration and Displacement.
    4- The results of the general census and the cross-referencing of the census data with the records mentioned in paragraph (3) shall be within the jurisdiction of the Federal Ministry of Planning and the Ministry of Planning in the Kurdistan Region of Iraq, according to the joint agreement, whereby a special record shall be organized for these regions that includes the results of the cross-referencing of the data, and the Federal Ministry of Planning and the Ministry of Planning in the Kurdistan Region of Iraq shall keep a copy of this record.
    5- Commitment to organizing statistical tables on the numbers of deportees, arrivals and displaced persons in the disputed areas and other governorates, according to official documents.
    6- The Kurdistan Regional Statistics Authority of Iraq shall send a technical team to be present in the main census operations room to review and follow up on the progress of the census operations and ensure the integrity of the procedures on an ongoing basis, until the process is completed.
    7- The Kurdistan Regional Statistics Authority’s commitment to immediately begin training enumerators in intensive courses in preparation for conducting the general population and housing census on November 20, 2024.
    He explained that "the Council of Ministers approved the proposal to amend Article (12/Second/C) of the Triennial Budget Law No. (13 of 2023), to include the following:
    1- The Federal Ministry of Finance shall compensate the Kurdistan Regional Government of Iraq from sovereign expenditures for the costs of production and transportation, for the quantities of oil produced in the region that are received by the State Oil Marketing Company (SOMO), or the Federal Ministry of Oil in accordance with paragraphs (a) and (b) of this clause, provided that the fair estimated costs of production and transportation for each field separately are calculated by a specialized international technical consulting body, determined by the Federal Ministry of Oil in agreement with the Ministry of Natural Resources in the region, within (60) days of the entry into force of this law, and in the event of failure to reach an agreement within the aforementioned period, the Federal Council of Ministers shall determine the aforementioned consulting body.
    2- The consultant mentioned in the previous paragraph shall submit the estimated cost of production and transportation to the Federal Ministries of Oil and Finance, and the Kurdistan Regional Government of Iraq, and it shall be approved for the purposes of this law. The calculation of the aforementioned compensation shall be based on the aforementioned cost per barrel multiplied by the number of barrels received in accordance with paragraphs (a) and (b) of this item, and the Federal Ministry of Finance shall undertake to pay the amounts to the Regional Government.
    3- Immediately begin delivering the oil produced in the region to the State Oil Marketing Organization (SOMO) or the Federal Ministry of Oil in accordance with paragraphs (a) and (b) of this clause, and the costs of production and transportation shall be compensated by the Federal Ministry of Finance as advances, at a rate of (16) dollars per barrel, to be settled later after the completion of the aforementioned specialized technical consultant, and retroactively from the date of commencement of delivery pursuant to this amendment.
    He continued, "Within the government's direction to develop the work of civil defense in Iraq, the Council of Ministers approved the allocation of an amount of (25) billion dinars to the Ministry of Interior to establish (100) civil defense detachments in Baghdad and the governorates/second phase, from the emergency reserve according to the provisions of the Tripartite Budget Law, and coordination between the Ministries of Interior and Planning, to provide the Ministry of Finance with the details of the addition to the required transfer of the aforementioned amount."
    The Council of Ministers approved the direct contracting with the Chinese company (SANY) to purchase (18) specialized fire engines, as an exception to the contracting methods in implementing government contracts, and the exemption of the aforementioned engines from Cabinet Resolution No. (68 of 2016) as amended.
    He pointed out that "the Council approved the formations of the Ministry of Interior with independent budgets to contract directly with the Police Martyrs Fund to secure their needs for the allowances produced by the aforementioned fund and other equipment provided through it, as an exception to the contracting methods in the instructions for implementing government contracts No. (2) of 2014."
    The statement added, "In the field of government support for the educational sector, the Council of Ministers approved amending its decision No. (24285 of 2024), to include increasing the acceptance rate of top students from institute graduates from (10%) to (20%) for admission to all universities, and in similar or close specializations to allow students from institute graduates to apply to complete their initial university studies."
    He explained that "in the process of supporting the health sector with specialized human resources, the Council of Ministers approved the legalization of the establishment of higher health professions institutes in the governorates, with two institutes in Baghdad Governorate (Al-Shaala and Al-Mahmoudiya), and one institute in each of the governorates of Babil, Diyala, Diwaniyah, Salah al-Din (Balad District), and Muthanna, without prejudice to the re-investigation in principle and the amendment of the current system retroactively. The Council of Ministers may establish institutes in the districts based on the proposal of the Minister of Health, as an exception to the first amendment system to the Higher Health Professions Institutes System 3 of 2011."
    He pointed out that "in the framework of supporting the national industry and the private sector, the Council of Ministers approved the provision of a sovereign guarantee, with the value of the interest due on the loan for a period not exceeding (10) years, for the purpose of establishing a glass manufacturing factory, in cooperation with the lending institutions (Aka Bank and Kumarzi Bank)."
    In the same context, the Council approved the inclusion of plastic granules (both ground and granulated) in Cabinet Resolution No. (24413 of 2024), with customs duties of (0.05%).
    He continued: "In the field of administrative reform and evaluating the performance of officials in government institutions, the Council of Ministers approved the appointment of 4 general managers in various ministries, based on the performance evaluation criteria adopted by the Council."
    The Council approved the selection of Ms. Islam Hassan Al-Saadi as the sixth member of the Board of Trustees of the Iraqi Media Network, and the recommendation to the House of Representatives to vote on her in accordance with the Media Network Law.
    He added, "As part of the Council's follow-up to complete stalled projects and proceed with infrastructure projects, the Council of Ministers approved the following:
    1- Creating a component (preparing medical devices and supplies) within the project (Emergency Hospital in Raniya/Sulaymaniyah), and increasing the total cost of the project.
    2- Increase the total cost of the project (demolition of (411) irregular buildings, and rebuilding (229) alternative schools (using the traditional construction method) and (182) schools using the concrete construction method in Baghdad and the governorates. 
    3- Increase the total cost of the project (construction of the North Nasiriyah Bridge and its approaches / first phase).
    4- Increase the total cost of the project (preparing alternative sites, demolishing and constructing the second phase of developing the Martyr Muhammad Baqir al-Hakim Hospital in Baghdad).
    5- Including the project (establishing a general hospital with a capacity of (100) beds in the Ali Al-Sharqi District / Maysan Governorate (infrastructure) in the investment budget tables of the Ministry of Health for the year 2024.
    The Council of Ministers considered other topics on its agenda and approved the following:
    First: Approval of the draft law amending the fifth amendment to the Civil Aviation Law No. (148) of 1974, and referring it to the House of Representatives, based on the provisions of the Constitution, or withdrawal of the draft Civil Aviation Law issued according to Cabinet Resolution (24441 of 2024) and its amendments from the House of Representatives.
    Second: Amending the price of gas oil supplied to the wheels and generators of the Iraqi National Paralympic Committee to become 400 dinars, instead of 750 dinars per liter.
    Third: The Ministries of Trade and Industry and Minerals shall conclude rental contracts with the Independent High Electoral Commission for the warehouses occupied by it, in accordance with the Law on the Sale and Lease of State Property.
