    Al-Eqtisad News publishes the full decisions of the 38th Cabinet session held today, Tuesday, headed by Prime Minister Mohammed Shia Al-Sudani.
    The Prime Minister's Media Office said in a statement, seen by "Al-Eqtisad News", that "the Council of Ministers held its thirty-eighth session today, Tuesday, headed by Prime Minister Mohammed Shia Al-Sudani, during which various topics and files were followed up and discussed, in the political, economic and security aspects, and the service performance of state agencies was reviewed, and the progress of implementing the government program according to its priorities, in addition to discussing what is on the agenda and taking the necessary decisions regarding it."
    The statement added, "As part of the government's sponsorship of sports activities, and the victory achieved in the Paralympic Games arena, the Council of Ministers approved granting the winners of the Paris 2024 Paralympic Games a distinctive residential plot of land with an area of ​​(200 m2) in their hometown, with the exception of the condition of submitting a pledge not to benefit previously, as well as granting the winners a monthly financial grant for a period of (10) years starting from the date of the first grant, and this grant is renewed whenever they achieve a new achievement, at a rate of (750 thousand dinars) for the first place winner, (700 thousand dinars) for the second place winner, and (650 thousand dinars) for the third place winner."
    He explained that "within the framework of supporting and employing different categories, the Council of Ministers approved the rental of the marketing complexes (kiosks) mentioned in Cabinet Resolution (340 of 2019) in Baghdad and all governorates, to (the unemployed registered in the database of the Ministry of Labor and Social Affairs, who are not covered by the care amount, and those covered by grants, provided that the grants are cut off from them, and those covered by the Riyada Initiative) for an appropriate fee according to a legal mechanism and controls set by the aforementioned ministry."
    He pointed out that "in continuation of the government's approach to developing laws related to combating drugs, the Council approved the draft law amending the first law of the Narcotics and Psychotropic Substances Law No. (50) of 2017, which was reviewed by the State Council, and referred to the House of Representatives based on the provisions of the Constitution, taking into account the observations of the Legal Department in the General Secretariat of the Council of Ministers."
    Al-Sudani stressed, according to the statement, "the need for this amendment, which includes raising the level of the Department of Combating Narcotics and Psychotropic Substances, so that it can confront this dangerous scourge, pointing to the government's tireless efforts in this regard, and supporting its relevant agencies in Baghdad and the governorates, in a manner that is commensurate with the size of this problem that threatens all societies."
    The statement indicated that, "In the service sector, the session witnessed the hosting of the Mayor of Baghdad to discuss the project to implement the main transmission line for northeastern sewage water (Al-Khansa Line) with a treatment unit and a lifting station with a capacity of 200,000 m3 today."
    The Council of Ministers voted to consider the implementation and establishment of the transmission line for the lifting and treatment station as a spare part to be added in the form of additional works to the transmission line implementation project, with the Baghdad Municipality taking all measures and guarantees to ensure that the implementing company is committed to completing the work assigned to it on time, provided that the implementing company drops the lawsuit currently filed against the Baghdad Municipality, according to the statement of the media office.
    He added, "Based on the recommendation of the Ministerial Council for the Economy, the Council of Ministers approved amending the price of the industrial oil product to become (1000 dinars/liter) instead of (1200 dinars/liter), provided that the price is reviewed after one year starting from the date of issuance of this decision based on an economic study."
    Al-Sudani directed "the formation of a committee headed by the Prime Minister's Advisor Fayyadh Al-Moussawi, and the membership of each of: the Director General of Oil Refineries, the Director General of the Quality Control Department, the Director General of the General Authority of Customs, the Director General of the General Company for Exhibitions and Commercial Services, the Federation of Chambers of Commerce, and the Federation of Iraqi Industries, with the aim of reviewing and addressing everything related to imported and local industrial oils in terms of quality, import mechanisms and approvals, and protecting the local product."
    He pointed out that "within the framework of legislative treatments, the Prime Minister directed that the Food and Drug Authority draft law be returned to the Advisory Board to enrich it with more discussions before it is approved by the Council of Ministers and then referred to the House of Representatives."
    The Prime Minister directed "the formation of a committee of advisors to the Prime Minister, the Legal Department of the General Secretariat of the Council of Ministers, the General Company for Iron and Steel at the Ministry of Industry and Minerals, and the Accounting Department at the Ministry of Finance, to study the issue of establishing the industrial city in light of the discussions witnessed during the Council session."
    The statement continued: “In following up on the oil sector affairs, the Council approved the amicable settlement between the two parties to the contract (the Ministry of Oil/Middle Oil Company, and the Pakistani PPL Company) in accordance with the recommendation of the Ministerial Council for Energy, regarding the termination of the exploration block contract No. (8), and signing the amicable settlement agreement that includes closing all the reciprocal requirements of the two parties, by paying 6 million dollars from the Middle Oil Company to the Pakistani PPL Company, provided that the amount is paid from the allocations of the project to pay the dues of the licensing round companies in kind in an equivalent amount of crude oil.”
    The Council of Ministers agreed to exempt the Ministry of Oil/Basra Oil Company from the controls and instructions issued by the Communications and Media Commission regarding the entry of communication materials and equipment and control and command devices related to the production process upon their arrival at Iraqi ports, provided that the import license and required documents are completed later, in the public interest, and the aforementioned materials and equipment are subject to inspection by the competent authorities at any time.
    He pointed out that "the Council of Ministers approved allowing the Ministry of Electricity to contract to equip integrated secondary stations and (E-House) stations, at a total cost of (246,240) million euros, and an annual allocation for the year 2024, amounting to (100) billion dinars."
    He explained that "in follow-up by the Council to the work of the Service and Engineering Effort Team, it approved amending Cabinet Resolution (286 of 2022) regarding the formation of the Service and Engineering Effort Team, to include its composition headed by Mr. Abdul Razzaq Abdul Mohsen, General Manager of Hammurabi General Construction Company/ Ministry of Construction, Housing, Municipalities and Public Works, and the membership of each of Messrs. Qasim Ali Al-Dhalimi/ Advisor to the Prime Minister for Citizens Affairs, Diaa Al-Din Nazim Awad/ Technical Advisor for Reconstruction Affairs/ Prime Minister's Office, Lieutenant General Hatem Jabr Khalaf/ Head of the Engineering Support Department/ Ministry of Defense, Mahmoud Aziz Jabbar/ Director General of the Baghdad Sewerage Department/ Baghdad Municipality, Major General Sabr Farhan Hussein/ Joint Operations Command, Ahmed Abbas Al-Maliki/ Director of Service and Engineering Effort/ Popular Mobilization Authority, Ammar Munim Ali/ Media Office of the Prime Minister, Jassim Kazim Sayed/ Director General of Baghdad Electricity Company/ Ministry of Electricity, Yasser Amjad Saeed/ Director of Municipalities of Baghdad Governorate, and Nabil Ghazi Thajil / Legal Advisor at the Ministry of Construction and Housing.
    The Council of Ministers approved amending its decision (24183 of 2024) regarding the purchase of specialized machinery to include the sale of (130) machinery and equipment by the Ministry of Industry and Minerals to the Ministry of Construction, Housing and Municipalities, at an amount of (50%) of the total approved cost of (17,872,097,588) dinars, provided that the service and engineering effort team receives the machinery and equipment ready for operation according to the request submitted to the aforementioned company regarding determining the specialization of each mechanism, and as an exception to the instructions for implementing government contracts, and the amount of qualifying the mechanisms under discussion is only (1) billion dinars, from the allocations of the service and engineering effort team, and the remaining amount (2,067,407,638 dinars) from the allocations of the Ministry of Industry and Minerals / General Company for the Manufacture of Cars and Equipment, and proceeding with signing the contract to qualify the mechanisms and deliver them to the service and engineering effort team as soon as possible to put them into service.
    The statement added, "As part of the government's efforts to complete stalled and suspended projects in Baghdad and the governorates, the following was approved:
    First: Increasing the reserve amount for the contract (rehabilitation of Al-Murtada Mosque/Al-Nassaf/Fallujah).
     Second: Increasing the reserve amount and the total cost of the component (constructing classrooms for the College of Administration and Economics/constructing the Chemical Engineering Building) at Anbar University, and increasing the total cost of the component (referral amount, new reserve, supervision and monitoring) for the above component.
    He noted: “The Council also considered a number of topics on the agenda and took the following decisions regarding them:
    First: Approval to implement the Memorandum of Understanding signed between the Ministry of Planning in the Republic of Iraq and the United Nations Population Fund (UNFPA) on July 3, 2024 and its annex, signed on August 19, 2024, based on the provisions of the Treaty Conclusion Law (35 of 2015).
    Second: Approval of the fourth periodic report for the Universal Periodic Review (UPR) prepared by the Ministry of Justice, and also approval of the Ministry of Foreign Affairs to refer the aforementioned report to the Human Rights Council in Geneva by the specified date, October 1, 2024.
    Third: Approval for the Iraqi Civil Aviation Authority to contract with a specialized international company to assess the risks arising from facilities that have exceeded the limits of obstacle surfaces within the air easement areas of Baghdad International Airport. The contract will be at the expense of the investors of the facilities, provided that the amounts are deposited in a bank account and disbursed by order of the Aviation Authority.
    Fourth: Amending the second paragraph of Cabinet Resolution No. 23634 of 2023 to include authorizing the Ministry of Construction, Housing and Municipalities to re-announce the project as an investment opportunity with the authority to negotiate with investors to establish the Al-Amiriya residential complex in Baghdad.
