    Coalition rejected Iraqi forces set up a security fence to encircle the capital Baghdad and isolate it from the rest of Iraq's provinces.

    Alliance felt that "security can not be achieved digging trenches and fencing and transform cities into large prisons to increase the suffering of the people and harm their interests, but to achieve political and economic real reforms and enact laws to ensure that everyone in the country to live in security and peace and tranquility on an equal footing and as stipulated by the constitution."
