Time constraints are likely extension of the Electoral Commission, despite the formation of a parliamentary committee to be replaced

     Baghdad / Wael blessing

He criticized the liberal bloc entrust the presidency of parliament to a parliamentary committee, headed by a vice - Jubouri, the task of selecting the members of the Electoral Commission Council , which will end the mandate of its members after less than nine months.
And considered the Liberal bloc selecting committee of MPs exclusively without the involvement of civil society organizations or academics, it will bring back the same old selection of the Commission , which was formed according to the production quotas, but the new faces.
The current leader Moqtada al - Sadr had suggested last week the parliament , " the formation of a higher committee" common from many quarters to change the Commission. Sadr demanded that the author of "House of Representatives, and the UN mission, and a representative of the judiciary, and representatives of civil society organizations are, and shall choose the members of the election commission" within the professional controls characterized by integrity, transparency and independence. "
Did the Select Committee held so far no meeting since announcement Cklleha on the ninth of January of this. but some committee members stressed that their mission has expanded to include changing the Commission and the law form.

    Sadr experts and parliament
and parliament passed a list of 26 people , headed by Aram Sheikh Mohammed, second Deputy chairman of the House of Representatives.
the document, which received (range) a copy of it, that the committee will "choose the independent electoral Commission members."
It will be a parliament legal provincial approval, and provincial elections, and the completion of the next Commission form, prior to the date of the local elections that are expected to be postponed until next September solutions.
he described the MP militant al - Moussawi, a member of the Liberal bloc, to form a committee of experts as a "formality" will not end the case of the quota system. "
He called al - Musawi, told the (range) yesterday, the parliament that "a common and balanced committee that includes members of the House of Representatives and other civil society organizations and academics specializing affairs of the elections." And he saw a member of the Liberal bloc that "tip the House of Representatives on the number of independent members will lead to the control of the parties, and the political blocs to share the new Commission members." Sadrist lawmaker criticized the mechanism to select parliamentary committee to choose members of the Human Rights Commission , the Council, noting that "parliament put 12 deputies in the Committee against the only two members of the civil society organizations." Board of Commissioners consists election commission of nine members, two of whom are at least of legal selected by the House of Representatives majority, after being nominated (a committee of the House of Representatives) , who with competence and experience and recognized competence, integrity and independence , taking into account the representation of women), according to (Article 3 / II) of the Law Commission.
The end of the mandate of the commissioners
and the Attorney militant al - Moussawi said the parliament was forced to the formation of this committee due to the proximity of the end of the mandate of the current board of commissioners, stressing the need to choose new members before the local elections.
Parliament voted, in September 2012, agreeing to eight of the nine members of the election commission, amid disagreements about the provision for minorities , the ninth member.
Candidates eight, who are voiceless , the House of Representatives, they Kata Mekhlef Kata, and pleasure Abdul Henkouche for the Iraqi List, along Mekdad Hassan Saleh, and Safaa Ibrahim Kasd and Wael Mohammad Abdali, and Mohsen Jabbari good for the National Alliance, and Serbest Mustafa Rashid, and Sirwan Ahmed Sorour Alliance Kurdistan.
The parliament returned after that with 10 days to vote on the Kolshan Kamal, a member of the Commission for the ninth Turkmen component.
It is expected the Attorney Buallak Abdul - Hussein, a member of the Committee of Experts, that is an extension of the work of the current commission to complete a governorate councils elections. And coincide the end of UNHCR 's mandate with the proposed time for provincial elections.
He says Buallak told (long) yesterday that "there are proposals for the survival of the current Board of Commissioners for a period of two months after the local elections," but asserts that " the Commission put undecided so far."

    Commission to reconsider the
other hand did not meet the selection committee of the Electoral Commission Council until this moment. But Buallak MP, a member of the state law, he said , "after the first meeting will define the mechanisms of action and how it will choose new members of the Commission." He also predicted a member of the Committee of Experts that " the work of the Commission is expanding to include a review of a Commission affairs and law."
The Commission is required in law (Article 3 / II) in a candidate for the Board of Commissioners that an Iraqi resident in Iraq permanently set up, and the holder of a university degree , at least preliminary. Also it requires that at least the age of the candidate for the thirty - five years, and be independent from the political point of view .
Paragraph (Article / III / a) of the same article that the Board of Commissioners are elected at its first meeting, from among its members and a majority of five of its members at least, the president and vice-Rapporteur and the director does not have the right to vote. As stipulated in paragraph (Section 3 / III / B) that "the mandate of the President and Vice President and Executive Director of one year , renewable for a majority of five of its members at least."

    Articulated stage
in the meantime, stresses Salal MP Ahmad al - Badri, a member of the Committee of the Regions and the provinces, on the importance of the new commission , which will face a daunting task in the next House of Representatives election.
Badri said, in a telephone conversation with (range) yesterday, said that " the current commission will manage the provincial elections, and probably will not face a problem." He noted " the importance of selecting competent personalities to manage the next Commission , which will be responsible for the fourth session of the Parliament of future elections."
Badri pointed out that the formation of a committee of experts came against the backdrop of the many criticisms of the work of the current commission, hoping that " the Commission away from the partisan aspects of the quota system in the selection of new commissioners."
