Small and medium enterprises are of great importance in the national economy of developed or developing countries, especially in the light of trade liberalization and increased competition between exports of countries and the increasing need to generate jobs; and because competitive economy with a productive base requires an attractive environment for entrepreneurial work And a network of suppliers for complementary activities in the economic sectors, represented by small and medium enterprises that contribute to the development and diversification of production, requires the activation of the work of small and medium enterprises.
"The small and medium sized enterprises are fertile sectors that can support the country and the economy and save it from problems such as unemployment, poverty, depression and weak industrialization,
He pointed out that this sector should in turn provide the necessary environment through the establishment of special legislative frameworks that take into account the conditions and size of these institutions, as well as the development of policies that enhance the role of this sector and provide the necessary sources of funding, Those institutions within and outside the country.
"The perception of these institutions as individuals' work was independent of others," he said. "The belief was that they were weak and unable to meet the needs of economic and social development, but after the tests proved that these institutions could develop the national economy of many developing and developed countries, It has become fully convinced that it is one of the best solutions to strengthen, develop and diversify the national economy in many countries.
Economic researcher Rakeem Hikmat Nasser explained that the basic requirements for the development of policies for such institutions are the dissemination of realistic information about the economic potential of SMEs and the involvement of all concerned parties, because the information related to these institutions is a prerequisite for the formulation and proper formulation of policies. Public awareness, well planned and implemented, can play an important role in this regard.
Hikmat stressed the need to maintain close integration between the policies and programs of development of these institutions and the general orientation of economic policies, because the lack of integration will eventually generate a policy framework and provide the desired results to serve the sector in particular and the economy in general.
The importance of working on the stability, transparency and predictability of the institutional structure is that once the efficiency of the institutional structure is increased and activated, allowing SMEs to be more effectively represented in decision-making, this will in turn give them
greater credibility.
Hikmat called for the provision of modern services to develop the competitive and export capabilities of small and medium enterprises, such as the financing of applied research, the promotion of local commodities in the market and the study and implementation of aspects of financing the project on a competitive basis for the production and financing industries which can find a place in the local and international markets.
