The Council of Ministers issued a number of decisions during its regular session held today, Tuesday, including conducting a population census in all parts of Iraq, including the Kurdistan Region, and approving the appointment of (16) general managers.
The Prime Minister's media office said in a statement received by "Mawazine News", that "Prime Minister Mohammed Shia al-Sudani chaired the forty-sixth regular session of the Council of Ministers, during which the general conditions in various fields were discussed, and the files and topics on the agenda were followed up and decisions related to them were taken."
The Council approved - according to the statement - conducting a general population census in all parts of Iraq after addressing technical issues with the Statistics Authority in the Kurdistan Region of Iraq, increasing the financial costs allocated to conduct the census, and the Ministry of Finance transferring the funds required to conduct the census work without any delay.
The statement added that "within the government's procedures for administrative reform, approval was given to appoint (16) general managers, based on the government's approach related to the process of evaluating officials and general managers, according to the standards of efficiency and good performance of tasks, so that the number of those appointed became 266 general managers."
The statement continued, "In the framework of facilitating the implementation of traffic congestion relief projects in the capital, Baghdad, the Council of Ministers approved the return of ownership of an area of 385 dunums of the (Basra 2) project from the National Investment Commission to the Ministry of Finance, and its allocation to the Roads and Bridges Department in the Ministry of Construction, Housing and Municipalities for the purpose of implementing the Fourth Ring Road project in Baghdad.
In continuation of the government support provided to youth, the Council of Ministers approved - according to the statement - the exemption of the Ministry of Youth and Sports from the instructions to facilitate the implementation of the Federal General Budget Law, based on the provisions of Article (34) of the aforementioned instructions, as well as the exemption of the Ministry from the instructions for implementing government contracts (2 of 2014), and the controls attached thereto, and authorizing the Ministry to contract directly with the aim of making a success, hosting and holding a meeting of the Council of Arab Youth and Sports Ministers in the capital, Baghdad, and holding the activity (Baghdad, the Capital of Arab Youth).
The statement pointed out that "in the energy sector, the recommendations and minutes of the committee formed under the directive of the Prime Minister were approved regarding the recommendation of the Ministerial Council for Energy regarding the Dora Thermal Power Plant project, and the continuation of taking legal measures against negligent parties.
In the context of government efforts to enhance the capabilities and readiness of the armed forces, approval was given to create a component for rehabilitating military bases and camps within the Ministry of Defense's capacity building project.
The statement confirmed that "within the regulatory procedures for restructuring public companies, the Council of Ministers approved the following:
1- Exempting both Al-Tariq General Company (formerly) from merging with Al-Furat General Company for Chemical Industries, and Al-Nahrawan General Company (formerly) from merging with the General Company for Design and Implementation of Projects, pursuant to Cabinet Resolution (360 of 2015) to enable both Al-Furat General Company for Chemical Industries, and Design and Implementation of Projects to submit their final accounts for the years from 2016 onwards, in addition to enabling Al-Tariq General Company (formerly) to submit its final accounts independently until the date of its affiliation with the General Company for the Manufacture of Medicines and Medical Supplies in Samarra/Iraq.
2- Follow up on the Military Industrialization Authority’s issuance of the final accounts of the Nahrawan General Company (formerly) for the years (2009 to 2011) sent to the Federal Financial Supervision Bureau pursuant to the letter of the Ministry of Industry and Minerals dated June 16, 2019, and follow up on the completion of its accounts starting from 2012 onwards, and submitting them successively and independently, until the date of its merger with the General Company for Military Industries (formerly) pursuant to the ministerial order dated June 12, 2016.
In the same context, it was approved - according to the statement - for each of the following merged companies to submit their final accounts for each of them in detail for the previous years before this affects the merger decision:
1- Al-Tariq General Company (formerly).
2- Al-Furat General Company for Chemical Industries.
3- Al-Nahrawan General Company (formerly).
4- General Company for Design and Implementation of Projects.
5- General Company for the Manufacture of Medicines and Medical Supplies.
6- General Company for Military Industries (formerly).
The statement added that "In completion of the stalled and suspended projects, the Council of Ministers approved the following:
First: Increasing the reserve amount for the contracting project (construction of maintenance and warehouse buildings for the College of Nursing in Fallujah), which is included as a component within the components of the project (design and implementation of the College of Nursing building for Fallujah University), and securing an increase in the total cost of the main project from the amount of savings within the costs of the components of the main project, which number (7) components.
Second: Creating a component (remaining works to construct the primary health care sector building in Al-Shamiya) within the project (construction of the primary health care sector building in the center and districts No. 4, Diwaniyah), and increasing the total cost of the project.
Third: Creating components (completion of construction) for the projects indicated in the letter of the Ministry of Planning dated November 3, 2024, reducing the total cost of the (stalled) components, and increasing the total cost of the main projects.
Fourth: Increasing the reserve amount for the project (the residential complex in Diwaniyah/Hamza), and increasing the reserve amount.
The statement pointed out that, “In the foreign relations file, the recommendation of the Ministry of Foreign Affairs was approved regarding establishing diplomatic relations at the level of a resident ambassador with the Republic of Turkmenistan, based on the provisions of Foreign Service Law No. (45) of 2008.
The statement concluded by saying: “It was approved to deliver the value of the materials (in cash) to the General Company for Textile and Leather Industries due to the failure to include in its judgment paragraph the judicial ruling, which indicates implementation (in cash if specific implementation is not possible).”
