    BAGHDAD (Reuters) - Iraqi National Congress (ARC) Secretary General Arras Habib on Saturday called for alternative thinking and radical solutions to address the problem of services, including water scarcity.
    Habib said in a press statement distributed by the Information Office of the Conference received by the agency {Al Furt News} a copy of it today, "the need not to repeat the policies of the former regime in dealing with the problems," describing them as "patchwork."
    He explained that "the invitation of the Secretary-General comes at a time when a number of provinces and regions popular protests because of deterioration of the service reality."
    Many cities suffer from a lack of services, forcing them to hold protests and demonstrations to improve their services.
    The people of the Husseiniya district north of the capital have cut off the road between Baghdad and Diyala province yesterday, protesting against poor services and water and electricity cuts, and called on the government and officials to end their suffering.
