After 2003, Iraq was burdened with many complex problems, including large debts that were not useful for development because they were used to provide a war machine. This is considered to be the type of abominable and bad debts, the erosion of industry and agriculture, or the more severe erosion of unemployment, poverty and illiteracy, Health and all services, and other problems. Hence, the hopes and the eye were all hanging on the results of the change in 2003, which was a dream for all Iraqis, was thinking on the need to be the highest priority in the new stage, and that the sectors of agriculture and industry in the forefront of those priorities to promote the reality of society And economic well-being, especially after the adoption of the free economy approach to development management. However, what happened was without ambition, at a time when the country was suffering under Chapter VII and the payment of compensation and the hegemony of the occupation forces, the development scene was facing the most serious stages, the occupation authorities have followed the so-called dumping policy, which depends on the import of everything without exception , Which led to a situation of serious exposure to the Iraqi economy reflected negatively on all sectors, especially the industrial sector as well as agricultural, has been completely absent competition and can no longer Iraqi industrial or farmer to pay attention to the national product because of the lack of economic feasibility and the inability to compete Ntjat imported at very cheap prices compared to a significant increase in the cost of the national product due to the absence of the required support. And what made it worse, as far as I know, Bremer issued a resolution number 30, forbidding the export of any Iraqi goods abroad, except for the unprocessed dates that used to come back to us. With the absence of laws and the weakness of the government in that period, the Iraqi industry has witnessed a state of extinction and decline is very large, and the agricultural sector has also been so absent that we have been importing everything even vegetables, so the proportion of the contribution of the agricultural sector in GDP at the present time does not increase From 2 per cent, up from 4.2 per cent before 2014. The industrial sector, whose contribution is still out of sight, is barely 1 per cent. This decline is the result of absolute oil dominance and an encouraging presence during the last three years. In 2010, there were attempts to revive the industrial sector and protect the national product. These were the issuance of a number of important laws, including the Tariff Law and the Consumer Protection Law, but these laws were not implemented on time for reasons that may be known. With international companies to carry out the examination of goods and goods entering Iraq in the country of origin and the need to conform to the Iraqi standard and its fitness for consumption. And after the activation of these laws and procedures, including the prevention of the import of cement and some agricultural products because the national production fills the local need and this production, especially cement, is very high specifications, but despite all those preventive measures and remedial treatment, we still need a lot of steps and actions required To support the industrial and agricultural sectors. The oil crisis should be a great impetus towards further work to promote these two vital sectors. They are the mainstay of the economy and its main components.
