    The administrative apparatus in Iraq suffers many of the problems that limit the performance of the administrative cadres to work as required to the low and unsatisfactory levels. Among these appearances in the Iraqi administrative apparatus reduced a lot of staff productivity and limited managerial and technical skills and some of them do not have a minimum knowledge of the priorities of the administrative work or nature of the tasks performed by their lack of knowledge or application of modern administrative procedures which operate modern management systems.

    The procedures followed in the ministries and departments are very slow, complexity , and loss and waste of time as useless in many of the procedures and excess episodes of the revisions that may be long at times for several months, all of the bureaucratic aspects that represent one of the big obstacles in the progress and development of any administrative system, but is capable of that make it doomed stagnation and recession and delays. This bureaucracy is reflected backward on the services provided to citizens, and some buildings obsolete circuits are not suitable for work and are not qualified to carry out the roles and actions that are supposed to Bha.oiena the administrative system in Iraq and the presence of financial and administrative corruption in some circles as abusive administrative work and lead to theft of general services of public money or blackmail citizens instead of helping them and facilitate procedures as related to their review of these departments. Also , many of the powers of some ministries and departments overlap with each other for the lack of legal description of the exact nature of their work what causes the overlap of these powers with the ministries or other departments, which often can be combined with each other and to dispense with the other similar to a large extent in the tasks and duties the administrative system and the suffering in our country waste in a lot of expenses in the ministries, agencies and departments that could be rationalized to a large extent, especially in the current circumstances that are supposed not to overwork the general state budget expenditures is unnecessary and that do not come financial Bmrdodat or received Sadah or service can benefit the public good. The administrative reform process is one of the very important necessity in any society that seeks to advance and keep pace with developments in the world developments and in order to achieve their communities and social and economic well - being and in order to achieve the administrative reform process in our country is supposed parties competent to first work on a strategy of reform of the administrative system in Iraq include clear plans and specific specific time duration include structures, organizational structures and administrative rules and to keep pace with the development of modern scientific developments in the science of management and benefit from the experiences applied by the developed countries in this field, which proved T success and that is applied to e - governance in all administrative transactions, which is the Savior for each pest and bureaucratic problems inherent in the backward primitive administrative systems.

    It is necessary to work to clarify the powers in respect of each department or ministry or body in order to prevent the overlap of these powers , and in order to prevent confusion that gets because of this overlap as it is supposed to work on the rationalization of expenditure is necessary for ministries and bodies in order to prevent wastage happening in expenses that can be reduced and the economy and directing them to other sections more useful service for citizens and administrative work in general.

    It is also supposed to organize development courses for staff and workers in order to develop their abilities and raise the level of their performance and must work to adopt a quality system with regard to evaluating staff and employees for outstanding reward and accountability of negligent them or the intended role does not lead properly and must work to raise the level of employee productivity and workers in the Iraqi ministries and departments and the level that contributes to supporting the development process in the country.

    It is supposed to work to improve the services provided to citizens and work to get rid of the backward bureaucracy that hinder the completion of the procedures for citizens and constitute a heavy load on them.

    These procedures and steps are supposed to be part of a comprehensive plan within the strategy is working under which to develop the administrative system in Iraq and to ensure improvement and be in line to developments in the administrative systems in the various countries of the world and thus contributing to the economic development of our country.
