This bureaucracy is reflected in the services provided to citizens, and some of the buildings of the departments are outdated and not suitable for work and are not qualified to play the roles and actions that are supposed to be carried out. The administrative system in Iraq is the existence of financial and administrative corruption in some departments in a manner that harms the administrative work and leads to Stealing public money allocated to public services or extorting citizens instead of assisting them and facilitating procedures regarding their review of these services. As many of the powers of some ministries and departments overlap in the absence of a precise legal description of the nature of their work, which causes the overlap of these powers with ministries or other departments, which can often be merged with each other and dispense with the other, which is very similar to the tasks and duties The administrative system in our country suffers from waste in a lot of expenses in the ministries and bodies and departments that can be rationalized to a large extent, especially in the current circumstances that are supposed not to burden the state budget of unnecessary expenses that do not come with financial returns or take Service or service can benefit the public good. The process of administrative reform is one of the most important necessities in any society that seeks to progress and keep abreast of developments in the world and in order to achieve social and economic well-being. In order to achieve the process of administrative reform in our country, the competent authorities must first work on developing a reform strategy for the administrative system in Iraq, Clear and specific plans for a certain period of time, including the development of structures, structures and administrative regulations in line with the recent scientific developments in the science of management and benefit from the experiments applied by developed countries in this area, which proved And that e-governance is applied in all administrative transactions, which is the savior of all the pests and problems of the bureaucratic backwardness inherent in the primitive administrative systems.
It is necessary to clarify the terms of reference in each department, ministry or body in order to prevent interference in these powers. This prevents confusion caused by this interference. It is also necessary to rationalize the unnecessary spending of ministries and agencies, thus preventing waste of expenses which can be reduced. Economy and directing them to other sections more useful and service to citizens and administrative work in general.
It is also supposed to organize development courses for employees and employees in order to develop their abilities and improve their performance.
