    Russia has responded to the Western countries' attempt at the Security Council to pass Japan's proposal for an automatic extension of the Joint Investigation Mission into the use of chemical weapons in Syria, since it does not take into consideration the amendments it demands.
    On Saturday, Moscow vetoed a draft resolution by Japan that provides for a one-month technical extension of the task of international experts charged with investigating the use of chemical weapons in Syria.
    Twelve members of the Security Council voted in favor of the draft resolution, while Bolivia and Russia, which used their right to veto for the second time in 24 hours, voted against it. China, for its part, abstained.
    The Japanese draft calls for the extension of the mandate of the Joint United Nations / Organization for the Prohibition of Chemical Weapons (CWC) Joint Commission of Inquiry for a period of one month, without taking into account the Russian proposals to correct the work of this Committee and make it more objective and transparent.
    The Russian Foreign Ministry confirmed on Friday that the mandate of the joint mechanism can only be extended after the mechanism has been modified.
    Mikhail Ulyanov, director of the non-proliferation and arms control department of the Russian Foreign Ministry, said that the draft resolution presented by Tokyo sets unrealizable goals.
    "The Japanese project sets an unattainable goal: it includes a request by the Secretary-General of the United Nations and the Director-General of the Organization for the Non-Proliferation of Chemical Weapons to make recommendations on the continuation of the joint investigation mechanism, which takes into account the views of the members of the Security Council. But how will they do that if the views are completely mixed? "
    It was the 11th time that Russia vetoed an international resolution on the situation in Syria. Moscow on Thursday used its veto on a US draft resolution, which is to blame the Syrian authorities for chemical attacks.
    Moscow is approving the extension of the ICRC's unanimous mandate in 2015 by modifying its mission.
    The commission, whose official mandate ended on Friday evening, claimed in recent reports that it was not based on objective investigations that the Syrian authorities launched four chemical attacks, while the organization launched two attacks.
    The United States delegate to the United Nations, Nikki Hailey, claimed that Russia was wasting time with the UN.
    Russian Ambassador Vasily Nibenzia said he had responded to the interventions of Western delegates and wondered whether their countries were aware of the repercussions of what is happening in New York on the political track in Syria.
