    The President of the Federal Supreme Court Medhat al-Mahmoud, on Tuesday, the resolution of 147 constitutional suits out of 167 received to the Constitutional Court. He wished to enact a new law for the Court, although there was no problem in the articles of the law in force.
    "The formation of the Federal Supreme Court in Iraq came on the basis of a judicial and popular demand to form a constitutional court to ensure the constitutional control of the constitutionality of legislation and decisions issued by the legislative and executive authorities, which affects the rights of public and private citizens," said the president of the Federal Court.
    "The court's law No. (30) for the year 2005 was issued by the Interim National Government under the chairmanship of Dr. Iyad Allawi and published in the Iraqi Gazette on March 17, 2005 and still in force today, according to the provisions of Article 130 of the Constitution, That: "The legislation in force shall remain in force unless it is repealed or amended in accordance with the provisions of this Constitution". 
    The President of the Federal Supreme Court that "a new law was not issued to this court, despite our desire to enact a new law to accommodate the changes that took place in the country, although not problematic in the provisions of the law of the court is still in force to fulfill the requirements of the functioning of the Court.
    "The members of the court were appointed by the National Authority after the nomination of the Supreme Judicial Council three times the number required, including nine, including the President of the Court, the Council nominated more than 27 judges at the time by secret ballot and according to the controls of the Governor, and after an in-depth study of the Presidency Council elected them Nine members and the President of the Court and eight judges for the Court. " 
    "After the formation of the permanent national government, the new presidential council, composed of the late Jalal Talabani, Adel Abdul Mahdi and Ghazi al-Yawar, approved the appointment of the president and members of the court, and issued a presidential decree number (2) in the first From June 2005 ".
    The President of the Federal Court that "during its short march compared to the constitutional courts in the Arab countries and the region has completed the tasks assigned to the text of the law and the Constitution and I think it stood firm legal positions and avoided the homeland from some of the misfortunes experienced by it." 
    Al-Mahmoud explained that "what has been reported to this court and the role of the proceedings during the current year is (167) constitutional proceedings, a number if measured by the number of cases received by the constitutional courts is significant," noting that "these cases are not as easy as the cases before the courts As the case law and appeal, as the constitutional claims specificity and require studies and research until the verdict.
    The president of the Federal Court that "147 cases were settled this year and took 20 to next year because the notifications were not completed and did not exchange the regulations as required by law, and we still have days of this year to accept new cases." He pointed out that "the court notified its management of the possibility of accepting cases for the last day of this year in respect of the citizen's right to resort to constitutional justice." 
    He pointed out that "most of the cases related to the interpretation of the articles of the Constitution and the resolution of disputes between local administrations and between the province and the provinces are not organized in a province with the federal government," stressing "respect for the court to the principle of public hearings to be aware of all the facts of the court and the stages of determination" .
