    The Electoral Commission recognizes that the House of Representatives has made a mistake by including paragraphs in the law of parliamentary elections to facilitate the challenge of the results of the ballot, stressing the need to amend these paragraphs to avoid contesting the electoral practice.
    The parliamentary legal committee was unable to agree on the proposals reached by several deputies to be included in the second amendment to the electoral law because of differences between its members. 
    One of the differences facing the Legal Committee is the issue of allowing the certificate holders to participate in the upcoming elections. 
    The member of the Legal Committee in the House of Representatives, Zana Said said in a statement to (the extent) that his committee "held a meeting chaired by Speaker of the House of Representatives Salim al-Jubouri, to discuss the proposals made by a number of deputies to conduct the second amendment to the law of parliamentary elections for the second reading in the meeting on Monday "He said. 
    The House of Representatives voted last week on the law of the House of Representatives elections, which stipulated that the candidate obtains a bachelor's degree or equivalent to run for parliamentary elections, which generated a reaction among MPs who hold the preparatory certificate.
    According to MPs who spoke to Al-Mada recently, the affected deputies threatened to investigate with 13 deputies who received higher degrees in the current parliamentary session, without any full-time study, revealing that 30 deputies have a bachelor's degree but do not have a preparatory certificate. 
    The Presidency of the House of Representatives approved a request submitted by a group of deputies holding preparatory certificates by a second amendment to the electoral law obligates each electoral list to allocate 20% of its candidates to the holders of the preparatory certificate. 
    The Presidency of the Parliament assigned the Legal Committee of the House of Representatives to write the new amendment as soon as possible in order to resolve the first and second readings during this week and submit it to the vote.
    In his speech, Saeed said of the proposals that were presented, saying that they "allow the holders of preparatory degrees to run in the next elections, and the removal of holders of dual nationality and covered by the amnesty law and the articles of ministers and governors of the elections." 
    "There are proposals to include in the electoral law a clause requiring executive executives candidates to resign from office before running for election," he said. 
    Said reveals the existence of "proposals submitted by the Electoral Commission to the Legal Committee to include in the new amendments to the law." 
    And calls on the Electoral Commission to correct the error in which the House of Representatives when he acknowledged that the vote in the next election will be electronically, while the correct is the process of counting and sorting will be electronically, not voting, which will be using the pen and ballot paper and then placed in the electronic device located in centers and stations " .
    The Electoral Commission is afraid to exploit this loophole by some parties and persons who will lose in the next elections, to challenge the elections before the Federal Court, as the Commission did not hold electronic elections in accordance with the provisions of the election law voted by the House of Representatives. 
    The MP from the province of Erbil that "among the articles that call for the Electoral Commission to amend, is the paragraph voted by the House of Representatives when he obliged the Electoral Commission to place a code and color and writing on the voter card in the private ballot," pointing out that "this vote will require the Commission to replace all Voter cards in private voting, which is estimated at 14 million dollars. " 
    He continued that "the Electoral Commission wants an amendment to this paragraph in line with the features set in the voter card in the ballot for a special icon in it."
    The Federal Court has responded to the challenge of the preparatory certificate for candidates for the upcoming elections and kept the bachelor's degree as a condition to run in the parliamentary elections to be held in the first half of next May. 
    As the State Council issued a decree upon inquiry made by the Ministry of Higher Education regarding the certificates of the House of Representatives, he said the non - eligibility of any deputy or an official in the Iraqi state to obtain a scholarship certificate was not granted full sabbatical by his foundation and this applies to all employees. " On the 
    other hand says A member of the legal committee in the House of Representatives Zeinab Sahlani, "there are six proposals reached to the Committee of blocks and deputies to be included in the second amendment to the law of parliamentary elections," expected "the number of proposals on Monday morning to ten proposals."
    "Al-Sahlani said in a statement to Al-Mada that" the resolution of these proposals is up to the House of Representatives, which will present the law for the second reading in Monday's session, "stressing the" presence of tension and attraction between deputies to amend the law of parliamentary elections. " 
    It was found that "the delay of the adoption of these amendments will reflect negatively on the preparations of the Electoral Commission, which will close the receipt of the names of candidates on the tenth of February, which makes it difficult to resolve the issue of holders of preparatory degrees."
