Iraq is now in a difficult position. Iraq is importing important supplies from its ally Iran, but the United States - another key ally of Baghdad - is providing aid and security training.

"The government is planning to ask for an exemption from Washington," said an official at the Iraqi Central Bank.
An official in Abadi's office declined to comment.
A US State Department official said the ministry was discussing Iran's policy with its partners around the world.
"We have given the same message to all the countries in the world: the president said that the United States is fully committed to implementing all our sanctions," the official said.

Iraqi officials fear a commodity shortfall if Baghdad commits all sanctions; it could cause political turmoil at a delicate time in Iraq's political landscape.
