Parliament is considering extending the work of the provincial councils until the elections

The House of Representatives intends to extend the work of provincial councils until the holding of local elections.
A member of the parliamentary legal committee, Bahaa Mahmoud, that the House of Representatives is divided between the end of the work of the Councils and those who see that the termination of its work unconstitutional, indicating that the parliament has no option but extension and will be hosted members of the Electoral Commission to know how long they need to hold local elections.
Mahmoud said in an interview with the official newspaper "Al-Sabah" that the legal period for the work of provincial councils ended on 22 of this month and the parliament has two options, either ending its work or extension, noting that the options are illegal and unconstitutional.
Mahmoud added that the existence of Provincial Councils constitutional according to Article 122 and 123 of the Constitution, which provides that the system of government in the country federal rather than central, and thus the provincial councils and decentralized image in this case because it is illogical because it is illegal, as well as will give the Conservatives powers The Authority focused and Mahmoud continued that the extension also violates their hands. Because the duration of the work of the provincial councils 4 years and the voter elected a member of the Council for this period ends after the voter agency to the member of the province, realizing that according to the law of the provincial councils, its work continues until the local elections and the postponement or the validity of the Commission and the executive authority. For his part, MP Abdel-Elah al-Naeli that it is not possible to end the work of provincial councils, especially that parliamentarians can not do the work of members of the provincial councils.
He explained that the Electoral Commission was unable to hold the elections on 22 of this month, and therefore the government and the Commission must agree on a specific date for the elections and the Parliament to fix the date by law and then conduct the elections properly. He added that some deputies suggested the abolition of the work of the provincial councils, which is not acceptable to all because the disruption or freezing of the work of the provincial councils in a final legal and constitutional imbalance, noting that the members of the House of Representatives can not carry out oversight of the provincial councils.
To this, the member of the House of Representatives, Laila Mahdi Tamimi, there is no legal basis for the Council of Representatives to extend the work of the provincial councils or not, indicating that the extension of the provincial councils illegal, because the article referred to legally provides for the determination of the Council of Ministers Tamimi added in a press statement It is not an appointment in consultation with UNHCR.
