"There is a real representative of the people and opportunities are given to the higher loser and the open list will be adopted, as will the representation of the various degree holders," he said. 

"The presence of the current councils is illegal after the legal age of four years," he said. "There is a need to complete the legislation of the law and proceed with the elections as soon as possible at the end of this year or at the beginning of next year at the latest."
