BAGHDAD - Mawazine News
The upcoming government of Prime Minister-designate Muhammad Tawfiq Allawi faces several obstacles from different blocs in the House of Representatives, as some seek to participate in the expected government, and others demand the necessity of independence and competence of the candidates, while he chooses Twitter to flash messages of political pressure on some parties and forces With renewed protests in Baghdad and major cities in the south of the country.
Mawazine News posed the question about the independence of Allawi's government in its poll. In his latest statement, the Iraqi Prime Minister-designate said that he was close to achieving a "historic achievement" represented by an independent government formation "of the competent", without the intervention of any political party.
In a tweet posted on his Twitter page, Allawi said Saturday: "We are close to achieving a historic achievement, which is the completion of an independent ministerial cabinet of the competent and impartial, without the intervention of any political party."
Iraqi sources considered that Allawi's announcement comes as a political pressure message on some parties and forces that are trying to impose candidates on him.
In the most recent series of obstacles awaiting the Allawi government, Deputy Speaker of the Iraqi Council of Representatives Bashir Al-Haddad warned that the new cabinet formation would not be representative of political components.
"We wish the Prime Minister-designate to come out with a unified cabinet line that satisfies everyone," Al-Haddad said in an audio statement, which was transmitted by closed groups via WhatsApp.
He added, "Failure to involve the main components in the next government will negatively affect the Iraqi national fabric and the civil peace."
For his part, the Patriotic Union of Kurdistan announced Allawi's refusal to receive any names nominated by the Kurdish blocs, calling on the Prime Minister-designate to adhere to this standard with all political blocs.
The leadership of the party, Alaa Talabani, said that "Allawi, during a meeting in the Kurdish blocs, refused to receive any names nominated for government ministerial positions even if they were independent and technocrats," expressing her surprise at "receiving independent names and technocrats from other parties", which she did not name.
Talabani called on the Prime Minister-designate to "apply the criterion of not receiving names from political blocs with everyone," noting that "the Prime Minister-designate promised to choose independent Kurdish names to occupy ministerial positions that are of the Kurdish component's share."
The leadership of the Patriotic Union of Kurdistan revealed the rejection of the two main Kurdish parties (the National and Democratic Union) so far, Allawi's proposal to submit names before him to fill the ministerial positions for the Kurdish component.

This comes, while the Al-Fateh coalition announced the second bloc in the Iraqi parliament, on Sunday, that passing the cabinet formation and obtaining the confidence of the parliament depends on the independence and competence of the candidates.
"The passage of the government of Prime Minister-designate Muhammad Tawfiq Allawi, depends on the way the cabinet is put up," indicating that he "will face major challenges in parliament," said al-Fateh member of Parliament al-Fath Muhammad Sahib al-Daraji.
Al-Daraji pointed out that "passing the cab depends on the competence and independence of the candidates, as well as on their ability to manage the state," noting that "the refusal of the cab at the parliament session may lead to chaos."
He added, "There are attempts by the Kurdish blocs to give up partisan quotas, and instead to have representation.
The Iraqi security and political expert, Hisham Al-Hashimi, spoke about serious political discussions in Parliament indicating a tendency not to give confidence to the Allawi government. He added in a tweet to him in the last hours, saying, "Political leaders are seriously discussing not to give confidence to the government of Muhammad Allawi, after I realized that he was coming to parliament with a cabinet that he did not consult with them."
He pointed out that "one of the most important discussions is collecting signatures and submitting them to the President of the Republic to dissolve parliament, announce early elections and miss the opportunity for Allawi's government to obtain confidence in isolation from them."
Al-Hashemi expected that Allawi would be overthrown "in a way that is more severe than the way that Adel Abdul Mahdi left and there is no way for him to survive except by earning the confidence of the pretending squares by specifying the date of the early elections before he went to parliament to gain confidence and possessing sufficient authority to implement his pledges announced in the letter of commissioning, the most important of which is the trial of murderers of demonstrators." .
Al-Hashemi monitored the parliament’s position on granting confidence to the Allawi’s government so far as follows: the number of deputies is 329 .. with him categorically 32 deputies .. with him hesitating 24 deputies with him .. with a conditional promise of 114 deputies .. the total with 170 deputies .. against him categorically 110 Representatives .. against him with a frequency of 28 deputies .. against him on the terms of 5 deputies .. total of those against him 143 deputies .. neutrality 16 deputies.
The Iraqi President, Barham Solh, had commissioned the former Minister of Communications, Muhammad Allawi, on the first of this month to form the new government no later than the second of next month after he nominated him for the mission, in implementation of the constitution, the two largest parliamentary coalitions are walking by the leader of the Sadrist movement Muqtada al-Sadr and Al-Bana under the leadership of the head of the organization Bader Hadi Al-Amri.
On Sunday, popular protests in the Iraqi capital, Baghdad, and major cities in the south of the country were renewed, with expectations coming soon, that Prime Minister-designate Muhammad Tawfiq Allawi announced his new government formation.
Allawi appears on an almost impossible mission, as he tries to win the street and calm his anger, which overthrew the government of his predecessor, Adel Abdul-Mahdi.
During their continuous uprising since last October, Iraqis are calling for radical political changes that include the abolition of government formation on the basis of partisan, ethnic and sectarian quotas that mean sharing political positions and material gains between the same parties that ruled the country from 2003 and their experience in governance was disastrous by any measure.
