The Parliamentary Crisis Cell has issued a package of recommendations that will ease the burden of low-income citizens and daily wage earners, including the preparation of a mechanism for the distribution of financial grants to those affected by the curfew imposed to curb the spread of the Corona virus, and other recommendations that serve citizens.
According to a statement received by "Al-Sabah", the first deputy speaker of the House of Representatives Hassan Kareem al-Kaabi, chaired on Thursday, the seventh meeting of the parliamentary crisis cell in charge of the follow-up of the Committee of the Diwani Order 55 in charge of dealing with the epidemic of Corona, in the presence of the cell rapporteur Dr. Jawad Al-Musawi, chairman of the parliamentary agriculture committee Salam al-Shammari, chairman of the Human Rights Committee Arshad Al-Salhi and a number of members of the cell and members of the House of Representatives from various committees.
During the meeting, al-Khalia hosted Planning Minister Nouri al-Dulaimi and Agriculture Minister Saleh al-Hassani to see the ministries' readiness for the next phase to cope with the Corona epidemic, and the challenges of easing the burden on vulnerable families and vulnerable groups in the country.
The two ministers reviewed their programs and plans during the current and future phase, while the Minister of Agriculture assured the Iraqi people that "there is self-sufficiency and strategic insurance for most agricultural crops and products, including wheat, barley and poultry," stressing that "we continue to rely on local products and close imports with locally produced products."
The cell, together with the Ministers of Planning and Agriculture, adopted a number of resolutions and recommendations to the government that would reassure the Iraqi street and address the consequences of the embargo and stay in doors:
    1. The Ministry of Ministers and the Minister of Planning confirmed the launch of an urgent grant for each Iraqi individual, as the minister confirmed the possibility of paying 30,000 dinars out of 10 million Iraqi individuals who do not receive any salary from the state and according to the central data available to the Ministry of Planning.
    2. Asking the government not to meet the electricity charges for citizens until this year.
    3. Call on the government to establish a social solidarity account that includes mPs, ministers and all special degrees.
    4. Demand that the government release all available exemptions for importing food and agricultural materials to meet the full needs of citizens.
    5. The Council of Ministers is required to exempt companies, farmers and contract farmers for 2020 in accordance with all laws from rental allowances.
    6. Deferring the repayment of loans and amounts owed to borrowers of the Agricultural Bank
    7. Deferring the repayment of loans and amounts due for 2020 to farmers and farmers as they borrow money to buy machinery, equipment and agricultural supplies from the General Agricultural Equipment Company.
"The cell is in a state of continuous session in the House of Representatives, and its work is focused on the preventive, therapeutic and logistical aspect of reducing the spread of the CORONA virus, and discussing the damage caused by the imposition of a curfew on citizens, especially those with low incomes in the country," said The Cell's spokesman, Dr. Faleh al-Ziadi.
"The cell hosted the Minister of Labor and Social Affairs in the name of al-Rubaie to discuss the reality of the ministry's work, as it deals with the low-income class in the country," he said, adding that "the ministry's approach is clear in this regard, including the ministry's willingness to continue paying salaries of 1.25 million covered by the protection network."
"The most important issue is that 8 million low-income citizens have been suspended because of the curfew," he said, adding that "the cell asked the Minister of Labor to prepare a plan for how to help them, and hosted Planning Minister Nouri al-Dulaimi to question this issue and the possibility of supporting those citizens who depend on daily work to earn their livelihood."
"The majority of these citizens' database is in the ministry of labor," al-Ziadi said, noting that "the cell is studying the mechanisms by which they can be reached and supported with financial amounts in the coming period," noting that "the hosting of executives by the crisis cell continues, having previously hosted the Minister of Commerce and many relevant officials to solve all the problems facing the citizen."
"We have always stressed the need to close all land, sea and air access to ensure that all those who are injured do not enter Iraq for 14 days as a precautionary and preventive measure to reduce the spread of the epidemic," the spokesman warned.
In the same context, a special source told Al-Sabah that "the High Committee for Health and National Safety is considering spending money on workers in the daily wage formula and every employer who is suspended."
