[rtl][size=15]Before the arrival of Iraqi Prime Minister Mustafa Al-Kazemi to Washington, the American, according to the New York Times, was talking about a withdrawal of US forces from Baghdad in the remaining months before the elections on November 3.This matter was not practically translated into the talks between the two sides, and it can be summed up in Al-Kazemi's success in reaping American guarantees on the security and economic level.
Al-Kazemi's visit to the United States, the first for any Iraqi prime minister in three years, is the most successful among his predecessors, according to the support and strategic cooperation that the former intelligence chief reaped and given the level of interest he received from the Americans, in a way that pushed him to extend the visit instead of leaving on Thursday.
Economic success was in the signing of oil contracts amounting to 8 billion dollars with American companies that will allow Baghdad to stimulate its oil sector and reduce dependence on Iran. These companies are Chevron, Honeywell International, Baker Hughes, General Electric, and Steller Energy. In the humanitarian field, the US administration provided aid amounting to $ 204 million to Iraq to help with refugee files, development and the outbreak of the Coronavirus.
However, the most successful level of the visit is today represented by the political and security level, so that there was an American clarity of Washington’s commitment to helping Baghdad and the need to confront the Iranian-backed militias.US President Donald Trump assured Al-Kazemi from the White House that US forces "are in Iraq to confront any possible Iranian move in case they are forced to do so."
A senior administration official confirmed to reporters on Wednesday that the visit would not come with a timetable for withdrawal, but rather would discuss security coordination between the two sides.
This means that there is no quick American withdrawal from Iraq and that Al-Kazemi has a security and political space to try to deal with armed groups in Baghdad and to obtain an American commitment to continue support for the non-return of ISIS and to strengthen the central security authority in Iraq.
Missiles and attacks on military bases with an American presence and attacks on contractors with American soldiers changed the tactical work of US forces, but they will not force them to withdraw.
Al-Kazemi today represents a real opportunity that may be the last for Iraq to strengthen the infrastructure of the Iraqi state 17 years after the invasion, and to repair Baghdad’s relations with its neighbors, including the Gulf Cooperation Council countries, and with Iran and Turkey on the basis of respecting Iraqi sovereignty.
At the same time, there are many challenges facing Al-Kazemi, most notably corruption and the power of the militias. So how can activists be sniped in broad daylight in Basra, Baghdad, Nasiriyah and Karbala in crimes aimed at terrorizing them, and the activist Reham Yaqoub was assassinated on Wednesday after the assassination of Hisham Al-Hashemi last month, Ali Al-Khafji, Tahsin Ali, and a group of activists?
Where is the accountability and where is the prestige of the Iraqi state and its responsibility to protect its youth and youth? It is not enough to dismiss officials in the Ministry of Interior and issue statements and tweets condemning the matter. What is needed today is justice, holding the criminal and those behind him accountable, and revealing their identities.
The second file and challenge is corruption. How is it possible that the fifth richest oil country in the world is unable to provide the simplest electrical and water services to its citizens and suffers a deficit of nearly $ 24 billion and more than 25 percent of the unemployment rate, according to World Bank figures?
International support and diplomatic visits may buy time and give Al-Kazemi some security stability in Baghdad. However, the most difficult challenge is internal and fighting the specter of corruption and militia proliferation in the country.
This is the most complex test of Iraq, on the basis of which its future will be decided between a sovereign state that protects its youth and holds criminals accountable, and a state that is disintegrating at home and is unable to break the grip of militias and those who protect them abroad.[/rtl]
