Assassinations and acts of violence ring the alarm in Iraq ... and undermine Al-Kazemi's efforts to rein in the militias

Most of the armed factions are subordinate to the Popular Mobilization Forces, an umbrella group of paramilitary forces. Despite its formal integration into the Iraqi security forces, it operates independently and resists all attempts to curb its influence.
Also, these factions do not tolerate any opposition from the population. The activist Reham and the activist Osama was killed two weeks after an inclusive national gathering of activists belonging to him announced the formation of a political party to face the domination of armed groups in Parliament.
The killings in Basra came after Hisham al-Hashemi, who was a well-known security analyst and government advisor, was shot dead outside his family's home in Baghdad in July by gunmen on a motorbike.
Al-Kazemi spoke with a strong tone after the killing of Al-Hashemi, pledging to track down his killers and rein in the armed groups. But some developments have occurred since then.
When Iraqi forces arrested 14 fighters in June for their alleged involvement in missile attacks on US facilities, their comrades drove vehicles to the heavily fortified Green Zone to pressure Al-Kazemi to release them.
All except one was released. Also, a campaign of arrests in Basra in May did not result in any trials. The campaign targeted the Thar Allah group, allied with Iran and accused of firing on protesters. In both cases, judges attributed this to a lack of evidence.
