Biden wants to activate a mandate that allowed the Americans to use force against Iraq

The White House said that US President Joe Biden believes that mandates to use military force, which has been used to justify US attacks on targets abroad, should be reconsidered.
Democratic Senator Tim Keane and his Republican counterpart Todd Yang submitted a bill this week to revoke two authorizations issued in 1991 and 2002 to use military force against Iraq, attributing this to the "strong partnership" between Washington and the Baghdad government, according to Reuters.
White House spokeswoman Gene Sackey said Biden wants to work with Kane on the matter, adding: "He wants to discuss a narrow and specific framework ... it is clear that it is out of date."
"This is the discussion he hopes to have with Senator Kane, and defines the approach and framework that should be in place as we look forward," she added.
Saki pointed out that the recent air strikes carried out by the United States in Syria with Biden's approval were legal.
Under the US Constitution, Congress, not the president, has the power to declare war.
In another context, a spokesman for the US Department of Defense (Pentagon), John Kirby, said that the United States would respond to the attacks of the "Ain Al-Assad" air base, if it found it necessary, at the appropriate time and place.
Kirby stressed that the United States is not interested in escalating the situation with Iran, but rather protecting its forces and continuing the mission in Iraq.
The spokesman added that the Iraqi authorities are still continuing to investigate the attacks, and that the Pentagon will not name the party behind it until the investigations are completed. Kirby indicated that the Pentagon supports efforts to replace the "mandate to use force" granted by Congress to the president, and that he will actively participate with Congress and the White House to achieve this, stressing that the strikes, last week, in Syria, of Iranian-backed groups are "legal." On Wednesday, an armed group launched at least 10 missiles at the sprawling Ain Al-Asad air base in western Iraq. Officials said a contractor suffered a heart attack and died while in a shelter during the attack.
And political sources confirmed to (Al-Mada), two days ago, that "the Iraqi government has become very embarrassing in front of Washington, because of the repeated attacks."
The bombing of Ain al-Assad, which includes the main center of the coalition forces in Iraq, led by the United States, is the fourth in a series of attacks targeting US interests in Baghdad, Erbil and al-Balad south of Salah al-Din, during the past two weeks.
And those sources suggested that "America does not listen this time to Baghdad regarding the lack of response to the recent attack inside Iraq."
US and Iraqi officials believe, according to Western press reports, that the Iranian-backed "Hezbollah Brigades" is responsible for the missile attack that targeted, Wednesday, the Ain al-Assad base in western Iraq.
Those reports quoted US Defense Department officials as saying that the data for the latest strike on Ain al-Assad are very similar to previous attacks linked to Kataib Hezbollah.
Last week, Al-Mada revealed that armed groups had deployed missiles near the military base in Al-Baghdadi district, west of Anbar, in response to Washington's bombing of Hezbollah Brigades on the Syrian border.
