    The House of Representatives voted on an article that is one of the most prominent paragraphs of the law that have occupied the Iraqi street throughout the past period, as parliamentarians voted to delete Article 20 of the Budget Law, regarding imposing an income tax and withholding the salaries of employees and retirees, especially since the employee segment and their large numbers affected the market.     However, the leader of the National Approach bloc, Muhannad Al-Atabi, called for not being too optimistic about the project or "being deceived" with it, indicating "the necessity to wait for the instructions issued after approving the draft budget."

    One of the most important disagreements over the draft budget law was the share of the Kurdistan region, and how to deal with Baghdad in the issue of receivables, oil, and revenues from border crossings, and the settlement of previous accounts.

    Meanwhile, the leader of the National Approach bloc, Muhannad Al-Atabi, says that "foreign loans increased moments before the members of Parliament entered the vote on the draft budget."
    According to Al-Atabi, in a television statement followed by "Ultra Iraq", Al-Atabi believes that the currency began to rise in conjunction with the vote on the paragraphs of the budget, saying that "the market burned to the citizen," that is after the government leaked the budget before it was completed and caused an increase in the exchange rate of the dollar in the market previously, according to Al-Attabi.     On the other hand, economist Ahmed Manaf finds a “tabulation” of the high exchange rate of the dollar through “supporting factories and increasing the ration card items,” as he believes that “killing the market is the propaganda that preceded the vote on the budget law.”
