    The Minister of Agriculture, Muhammad Karim Al-Khafaji, spoke today, Tuesday, about ten important files, including the file of agricultural investment and self-sufficiency of agricultural crops.
    Al-Khafaji said, during an interview with the National News Center, that "the investment file is one of the important files for the development of the agricultural sector, especially the method of large production, and there are promising opportunities in Anbar, Holy Karbala, Najaf al-Ashraf and Muthanna."
    He added, "Several Arab countries, including Saudi Arabia in the first place, submitted applications for investment in Western Sahara, and a committee was formed at the Ministry of Water Resources to study irrigation storage and give approvals for investment in large areas," noting that "the ministry according to the irrigation storage at the Ministry of Water Resources." The maps and pictures of the restrictions were prepared, and a complete survey of all lands was conducted, and the Ministry of Water Resources was provided with them.
    He pointed out that "the Ministry of Agriculture has a project to invest in modern irrigation technologies, as it was agreed with the Saudi Al-Khorayef Company to establish a plant for the production of modern irrigation systems in accordance with the Saudi loan amounting to $ 400 million with the Ministry of Industry or the Ministry of Agriculture."
    He pointed out that "the process of talks is continuing, and very soon, the final agreement will be announced, either with the Ministry of Agriculture or with the Ministry of Industry - the General Company for Mechanical Industries in Alexandria."
    He stressed, "There is a desire by the Saudi Ministry of Industry, in agreement with the Ministry of Agriculture, to return the Sennacherib Company, in addition to an agreement with some European countries, especially Germany and England, to establish tug laboratories in coordination with the Ministry of Industry."
    And he stated, "The areas that have been offered for investment are more than one million acres in the Badia of Samawah, the Holy Najaf, the holy Karbala and Ramadi, but these areas called (religious) are witnessing a reluctance because of their presence on the wells, which means the need for very large costs."
    He touched on "the existence of vacant areas in which there are no water shares, since the contractor is currently more than 25 million dunums of land according to Law 35 of 1983, and awaiting the parliament's vote to amend the law in which we have allowed all contractors to transfer their lands for investment and the introduction of investors, whether in animal or vegetable production."
    He stressed, "Most of these lands have quotas and an integrated infrastructure and are suitable for investment in all kinds of fields in the agricultural sector."
    Import of agricultural crops
    The Minister of Agriculture emphasized that "no country was exempt from importing agricultural crops, except for the Iranian crop of apples, which formed a committee to review the issue of importing it."
    He pointed out that "the ministry deals with importers from the door of the right to go to countries with prices compatible with the market, and therefore import is open to practically everyone."
    Postponed proposal
    Regarding the proposal to transfer the General Company for Grain Trade from the Ministry of Trade to the Ministry of Agriculture, Al-Khafaji said, “We support this proposal very much and will follow it up with the Parliamentary Agriculture and Water Committee, but it needs some mechanisms to achieve it, as the stores and silos are affiliated with the Ministry of Trade.”
    He explained, "In practice, restricting the receipt of grains by the Ministry of Agriculture and disbursing their dues will be better for farmers and peasants, and the red tape and corruption that occurs in the marketing of wheat and barley, as well as in the issue of the delivery of dues."
    Renewal of agricultural contracts
    Regarding the renewal of agricultural contracts, Al-Khafaji said: “I directed all the governorates' directorates of agriculture and the Agricultural Lands Department to reduce the routine in the process of renewing agricultural contracts, except for the approval of the municipality, because within the limits of the basic design according to Law No. 80 of 1970, the municipality has the right to acquire the lands within the boundaries of the design Main ”.
    He added, "The process of renewing the contract in practice requires exclusively the approval of the municipality, otherwise the contract cannot be renewed."
    Agricultural crop fires
    And on the continuation of the series of agricultural crop fires, the Minister of Agriculture explained that he “issued directives to all agricultural directorates in the governorates to fully prepare for harvest operations and to protect crops from fires, by preparing the pumps for the process of trapping the fire in the event it occurs, as well as coordination with the civil defense departments.”
    He added, "There is some contrived fires, especially those that occur in hot areas," stressing that "the percentage of fires this year is very small compared to previous years after the end of more than 60 percent of the harvest season in the southern governorates."
    He stated, "Diyala governorate is almost the least year in which there was a percentage of fires, and therefore the percentage of fires this year does not exceed a very small percentage," stressing that "all governors, directors of agriculture, farmers and agricultural societies are ready to preserve their crops from fires."
    Self-sufficiency
    The Minister of Agriculture explained that “Iraq achieved during the past year self-sufficiency in the wheat crop by producing 5 million and 250 thousand tons, an increase of more than one million and 250 thousand tons, more than the actual need of Iraq, which is estimated at 4 million tons, which is the first time in the history of Iraq to achieve sufficiency Self in the wheat crop. ”
    He added, "The barley crop also reached Iraq in its production of more than 750 thousand tons, which is the actual need for fodder in livestock." Self to more than 90%. "
    And he continued, "Except for the receding seasons, where production is limited to some months and therefore we are forced to import," noting "the introduction of modern technologies, especially by the Abbasid holy shrine and some investors, and the use of seeds of international varieties to achieve balance in production."
    Thoroughbred horse breeding projects
    In this regard, the Minister of Agriculture emphasized, "There is no interest in breeding purebred horses, since the support for the agricultural sector during the current and previous year was very weak through not allocating funds in the budget to support the agricultural sector."
    He added, "The ministry also has livestock projects, and it is the most important to achieve self-sufficiency for poultry, meat, and livestock for cows and sheep. Therefore, we need a lot of support by providing sums."
    He pointed out that "the plan of the Ministry of Finance through the reform paper is to lift support for the agricultural sector and create competition with other sectors in foreign countries, and this issue needs to be studied, and it was discussed with the Minister of Finance."
    He stressed, "The issue needs to be reconsidered in supporting the agricultural sector and providing the necessary liquidity to provide the requirements for supporting livestock projects, especially horse breeding."
    A proposal to end suspicions of corruption
    Regarding the existence of suspicions of administrative corruption in the file of granting import licenses for the import of fruits and vegetables, and the proposal to link the General Company for Iraqi Fairs with the Ministry of Agriculture to grant approval for import without the need to review the importer to the Ministry of Agriculture and launch the single window, Al-Khafaji pledged that “the proposal will be implemented very soon in coordination with the Ministry Trading".
    He stressed, "Currently, almost all the corruption files related to import have been controlled, and there are no large requests," noting that "the proposal is working on it aggressively with the Ministry of Commerce to reduce red tape and not review any importer to the ministry by following the correct method through the single window and avoiding Preventing the occurrence of administrative and financial corruption.
    Poultry projects and import of animals
    The Minister of Agriculture explained, "The number of non-operational meat production projects was more than 5,500 projects, and during this year 6,100 poultry meat projects were operated, which achieved production of more than 600,000 tons."
    He added, "Iraq's need is 700 thousand tons based on the Iraqi individual's consumption of twenty kilograms," noting that "Iraq's current production of table eggs after controlling the borders and supporting the local product and supporting poultry projects, whether eggs or meat is 7 billion eggs annually, which is the first A number achieved after 2003 ”.
    And the minister stated, "The actual need for eggs is 10 billion eggs, and the current production is 8 billion, and it is expected during the next four months that the equivalent of nine and a half billion will be produced."
    And touched, "the presence of unlicensed projects that have entered production now to support projects and stop smuggling, and production has reached the limits of one billion, that is, more than the expected production, which has created stability in the prices of table eggs and meat poultry."
    With regard to the import of animals, the minister stressed that "the issue belongs to the Department of Animal Health and the World Animal Health Organization, and conditions have been set for non-transmission of common diseases, especially hemorrhagic fever and others, and there are no incurable conditions."
    He stressed, "The Ministry of Agriculture seeks to preserve local production, whether for sheep, cows or calves, and to control the borders to prevent disease transmission."
    Agricultural initiative
    On the agricultural initiative and the ministry’s plan, Al-Khafaji said, “The agricultural plan is secured by agreement with the Ministry of Water Resources for an area of ​​one million and 600 thousand dunams, and the shortage that occurred in water was the result of rationing by the Ministry of Water Resources to prepare the summer plan.”
    He added, "The agricultural initiative spent 1 trillion, and most of the poultry projects were carried out through it, whether eggs, meat, or raising cows and calves, as well as thousands of irrigation systems by spraying, dripping and fixed."
    He warned, "The issue of the Agricultural Bank and the realization of the agricultural initiative before it was a very big mistake, as the Agricultural Bank is supposed to be linked to the Ministry of Agriculture to oversee the operations of spending these sums," noting that "there is a waste of more than 300 billion in the agricultural bank in the matter of operating the initiative." In some areas, and by not taking adequate guarantees for the fake projects that were arrested by the Integrity Commission in many provinces.
    He emphasized, "The agricultural initiative has achieved results for poultry, eggs, meat, cattle stations, greenhouses and a shelter."
