[size=45]Yesterday, Saturday, deputies revealed a tendency to agree on the date of the local elections before dissolving Parliament, pointing out that the provincial councils are the source of the constitution and cannot be abolished, but they contingent on the success of this task by continuing to hold sessions with a full quorum to make a number of legal amendments.[/size]
[size=45]Representative Hassan Khalati said in a statement to (Al-Mada), that "the Iraqi constitution is the source of the provincial councils, and Parliament cannot abolish it, and any direction in this regard means that we will be facing a constitutional violation."[/size]
[size=45]Khalati added, “The current trend towards amending the local elections law; To ensure the return of provincial councils and the exercise of their oversight role, especially with popular demonstrations and protests and a decline in the level of services.[/size]
[size=45]He pointed out that "the success of the current parliament in passing the amendment depends on holding regular sessions with a full quorum, before the elections."[/size]
[size=45]Khalati stressed, "The political blocs agreed on the need for Parliament to resume its sessions, and we have noticed a presence that completes the quorum for two consecutive sessions, and this gives a positive impression of the possibility of passing many laws."[/size]
[size=45]He continues, "The election law for provincial councils is not one of the laws that have great differences, but rather a difference in viewpoints that can be settled within a record period."[/size]
[size=45]Khalati went on to say that “holding local elections is a complement to the institutions of the democratic system in Iraq by creating monitoring bodies for the work of local administrations in the governorates.”[/size]
[size=45]For his part, MP Shirwan Al-Dobardani said, in a statement to (Al-Mada), that "what was issued by Parliament in conjunction with the October demonstrations is to end the work of the provincial councils, not to cancel them, as some imagine."[/size]
[size=45]Al-Dobrdani added, "The parliamentary position was supported by a decision issued by the Federal Supreme Court, which included the necessity that the local councils' session extend to only four years."[/size]
[size=45]He noted that "Article 122 of the constitution specified the mechanism of work of the provincial councils, and how to elect their members from the residents of the province exclusively."[/size]
[size=45]Al-Doberdani pointed out that "the local elections were supposed to take place on the first of April 2020, after we completed all the amendments to the law in force, but due to public pressure, we issued a new amendment that includes ending its work."[/size]
[size=45]He stressed, "The work of the governorates comes at the present time under the supervision of their representatives and their follow-up, until the local elections, which we are currently preparing for, after the parliament resumes work."[/size]
[size=45]Al-Dobardani concluded, “Setting a new date for the elections should take place with it to amend the law of governorates that are not organized in a region, as well as the law for the elections of those local councils, and this is an effort that we will work on during the next few days.”[/size]
[size=45]It is noteworthy that the House of Representatives had issued a decision, under pressure from the protests, to dissolve itself three days before the early elections scheduled for October of this year.[/size]
