The majority government coalition negotiations are entering their final stages

Baghdad/ Firas Adnan
The political blocs have a crucial week to agree on the presidencies, at a time when the negotiations are heading towards a national majority government formed by three parties, namely the Sadrist Movement, the Progress Alliance and the Kurdistan Alliance.
In the face of this new project adopted by the Sadrist movement before the elections, it seems that the internal meetings to form united fronts have ended in failure, especially between the poles of the Shiite and Sunni forces.
The coordination framework had held a meeting with the leader of the Sadrist movement, Muqtada al-Sadr, which did not result in an agreement, and came out with timid statements talking about the continuation of dialogues, while al-Sadr was satisfied with the phrase “a national majority government, neither Western nor eastern.”
This was preceded by a fragile agreement between two alliances that advanced and resolved to enter into government formation negotiations on one front, but a dispute soon erupted between the two parties because of the position of Parliament Speaker.
Discussions within the Kurdish House are still at a standstill, as the position of President of the Republic constitutes the biggest dispute between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan.
And the President of the Republic, Barham Salih, issued a decree, according to which he set next Saturday as the date for the first parliamentary session, which is supposed to witness the chanting of the oath, the registration of blocs, and the election of the Speaker and his two deputies.
A member of the Azm Alliance, Abdul-Wahhab Al-Bilawi, said, "There is a clear division in the political process in Iraq, with the presence of two fronts within the Shiite, Sunni and Kurdish forces."
Al-Bilawi added, "The meetings inside the Sunni House did not reach to convince an alliance that submitted to abandon the candidacy of its leader, Muhammad al-Halbousi, to the position of Speaker of the House of Representatives."
He pointed out that "Azm coalition stresses the need for someone else to take the position, and it has three candidates who will choose one of them, and the one with the most chances is Khaled Al-Obaidi," ruling out "reaching an agreement with a coalition that advanced over one candidate representing the Sunni front, so that everyone adheres to their position."
Al-Bilawi explained, "The position will be subject to political consensus with the Shiite and Kurdish forces, so which of the two Sunni blocs that gets the largest number of votes will win the position of Speaker of the House of Representatives."
It is not expected that “the position will be decided during the first day of the first session in which the oath is repeated, and this session may be extended and made open.”
And he stated, "The conflict between the political forces is represented by two axes, the first uniting the Sadrist movement and the Alliance of Progress, and they have no problem in granting a second term to Prime Minister Mustafa Al-Kazemi and former Parliament Speaker Muhammad Al-Halbousi, and the other is represented by the coordination framework and the Azm Alliance, which wants to make a change that affects all presidencies. Perhaps the weighting of either of them depends on the position of the Kurdish forces.”
Al-Bilawi pledges, "Agreeing to any position is based on understandings with political forces from other components, and perhaps the coming days will bring us results that will be officially announced before public opinion."
In addition, a member of the Kurdistan Democratic Party, Majid Shankali, stated that "a round of talks took place inside the Kurdish political house, especially between the Democratic Party and the Patriotic Union of Kurdistan."
Shankali continued, "Committees have been formed with the aim of unifying the visions and program that the Kurdish forces will go to Baghdad after resolving all internal disputes."
He pointed out that "this week will be crucial for reaching an agreement on the position of the president of the republic and other pending issues such as the governor of Kirkuk and the Kurdish negotiating paper related to the government curriculum and the distribution of ministries."
Shankali explained, "The negotiating paper is the most important for us, as it concerns the outstanding problems between Baghdad and the Kurdistan region for years."
He pointed out, "The leaders of the two parties do not want to repeat the experience of 2018 and go with two candidates for the post of President of the Republic; Because that would constitute a weakness for the Kurds in general.”
Shankali concluded, “The agreement within the Kurdish House will happen during the current week. As for our negotiations with the Shiite forces, we hope for an agreement between the coordination framework, but we will not wait forever, but there are constitutional times that we will abide by and go with the bloc that agrees with our directions.” “.
For his part, political expert Manaf al-Moussawi finds that “reaching consensus within the Shiite house has become a thing of the past, with the project of the national political majority, which did not come from a vacuum, but rather as a result of public pressure and the October uprising and the resulting decision to resort to early elections.”
Al-Moussawi stated, "The consensual governments have borne the mismanagement and the significant decline in services, and the Sadrist movement, as the most numerous bloc, has taken upon itself to go to the majority project."
He pointed out, "The Sadrists' insistence on their position is in line with the desire of the demonstrators and the advice of the religious authority, and the presentation of this project by the current came in two opposite directions, either to form the government or go to the opposition."
Al-Moussawi finds, “Going to the consensus option again constitutes political suicide for the winning blocs in the elections, because the crisis will continue and the street will return to the demonstrations and this return may be more powerful, and therefore the majority is the only way for these blocs to continue the political process.” .
He stressed, "The talk after the elections has changed, especially with the existence of an agreement in the vision with the three winning blocs, namely the Sadrist Movement, the Progress Alliance and the Kurdistan Democratic Party, to expedite the formation of a government that represents the Shiite, Sunni and Kurdish components."
Al-Moussawi went on to say that "the success of the national majority government depends on the representation of all components, and therefore this tripartite alliance will be announced quickly in order to move towards choosing the three presidencies."
