On Tuesday, Prime Minister Mustafa Al-Kazemi chaired the seventh regular session of the Council of Ministers, in which the topics on the agenda were discussed, and decisions and recommendations were issued in their regard.
The Prime Minister reviewed the general situation in the country, the follow-up to the government’s procedures for many strategic projects, the continuation of security efforts to extend security and stability throughout Iraq, in addition to discussing all ways to provide the best services to citizens and support vulnerable groups in society.
The Council of Ministers hosted the Deputy Commander of Joint Operations, First Lieutenant-General Abdul-Amir Al-Shammari; To discuss some of the procedures related to the recommendations made by the Joint Operations Command, the Council of Ministers issued the following resolution:
Adoption of the recommendations set forth in the Joint Operations Command Book No. (632/17/5) dated February 14, 2022, and the financing of cash amounts from the Ministry of Finance in implementation of paragraphs (1 and 2) mentioned in the Federal Financial Supervision Bureau book No. (2443) /15/1/1) dated February 13, 2021 attached to the Cabinet Resolution (15 of 2022), and the exclusion of the project mentioned in the aforementioned joint operations book from the contracting methods stipulated in the instructions for implementing government contracts, and the contract is in the manner of direct contracting from the leadership Border Guard forces with a financing of (16.5) billion dinars for the Ministry of Water Resources to implement the 7 bridges, with the Ministry of Water Resources companies assigning the implementation of the works, as an exception to the instructions for implementing contracts.
The purpose of the project is to establish a border earth embankment parallel to the Iranian embankment, in the Al-Hawizeh Marsh on the Iraqi-Iranian border strip. To secure monitoring and control, to prevent cases of infiltration, smuggling and illegal transit, and to impose state authority on the water borders in the Marshes. The Council of Ministers hosted
the President of the National Investment Commission, Suha Najjar, and the head of the Iraqi Media Network, Nabil Jassem, to discuss the procedures for the plot of land allocated to the network’s employees. The Council of Ministers agreed on the following:
No. (T.kh/1199) dated February 14, 2022, as follows:
1- Allocating a plot of land with an area of (200) dunams owned by the Ministry of Finance / State Real Estate Department and allocated to the National Investment Commission, and re-allocating it to the Iraqi Media Network to house the employees of the Iraqi Media Network instead
of the plot numbered (5811/3).
The session witnessed a review of the epidemiological report, the measures taken to confront the Corona pandemic, and the developments of the work of the Committee to Strengthen Government Actions in the areas of prevention and health awareness control; To limit the spread of the virus, and the great efforts made by the Ministry of Health with regard to preparing hospitals, and providing treatments and vaccines to citizens.
The Council of Ministers discussed other topics on the agenda of the session, and issued the following decisions:
First / Approval of the following:
1- The Ministry of Electricity urgently initiates, in coordination with the Ministry of Oil, the assistance of a consultant specialized in the field of gas, in the manner of direct contracting, and with the exception of the contracting methods stipulated in the instructions for implementing government contracts, to discuss the proposal submitted by the American company (Excelerate) through contracting with Qatari gas companies.
2- The Ministry of Electricity and the Ministry of Oil are attracting offers from other companies across the sea and from other outlets.
Second / Approval of the recommendations of the Ministerial Council for Energy (170 for the year 2021) as follows:
- Approval of the amendment of the statement of incorporation of the Oil Pipelines Company (a public company) to become as follows:
- Establishing, rehabilitating and maintaining the pipeline network of the company and other companies, which require rehabilitation work.
The company's receipt of petroleum products, their storage, and their mixing in its warehouses.
-Treatment of environmental pollution resulting from oil leaks, according to the conditions of the Ministry of Environment.
- The Ministry of Oil has taken the necessary measures to implement the above.
Third / Approval of the request of the Ministry of Electricity regarding the assignment of the Ministry of Oil / Pipeline Company to contract with Maysan Energy Company Limited as a sole offer, to provide gas to the Maysan investment station (750 mW), according to the details established in the two items (first, and second) of the aforementioned company’s letter Aforementioned No. (58) dated February 3, 2022, for the purpose of exceeding the payment to the investing contractor without undertaking production and according to the correct financial contexts.
Fourth / Approval of the issuance of the system (for the year 2022), the regulation of the first amendment to the Naval College Law No. (3) of 2019, which was audited by the State Council, based on the provisions of Clause Three of Article (80) of the Constitution, and Paragraph (A of Clause Two of Article Three). ) of the Law of the Arab Gulf Academy for Maritime Studies No. (206 of 1975), taking into account the observations of the legal department in the General Secretariat of the Council of Ministers.
Fifth / Approval of the recommendations of the Ministerial Council for Human Development (6, 9 for the year 2021), regarding the write-off of expropriation amounts belonging to the Ministry of Higher Education and Scientific Research and the Ministry of Youth and Sports.
Sixth/
1- Approving the recommendation of the Ministry of Foreign Affairs regarding the opening of a Chinese general consulate in the Republic of Iraq in Basra Governorate, based on the provisions of Articles (25 and 26) of the Foreign Service Law (45 of 2008) and the Vienna Convention on Consular Relations of 1963.
2- Iraq reserves its right to open an Iraqi consulate general in the People's Republic of China in the city of Quanzhou, specifically, in the future, according to the principle of reciprocity.
Seventh/
1- Approval of the recommendation of the Ministry of Foreign Affairs regarding the opening of a general consulate of the Republic of Iraq in (Iranian city of Isfahan, Australian city of Melbourne and Irish city of Dublin), based on the provisions of Articles (25 and 26) of the Foreign Service Law (45 of 2008), and the Vienna Convention on Consular Relations for the year 1963, provided that its opening does not lead to an increase in the number of workers in diplomatic missions.
Eighth / Approval of the Ministry of Construction, Housing, Municipalities and Public Works donating laboratory equipment worth (508034,000) dinars, only five hundred and eight million and thirty-four thousand dinars, the details of which are shown in the tables accompanying its book No. (374) dated January 5, 2022, to the Center The National Construction Laboratories, based on the provisions of paragraphs (2 and 4 / b) of Article (5) of the instructions for implementing the federal general budget for the year / 2021.
