, Prime Minister Mustafa Al-Kazemi chaired, on Tuesday, the thirteenth regular session of the Council of Ministers.
At the beginning of the session, Al-Kazemi extended his congratulations to the Iraqi people on the occasion of the blessed month of Ramadan, and directed all ministries to work at a high pace from; In order to provide the best services to citizens in this holy month.
He directed all ministries to cooperate and coordinate with the Ministry of Electricity to provide electricity requirements for citizens during the upcoming summer months, especially the ministries of Oil, Finance, Industry and Water Resources, as well as emphasizing the Ministry of Electricity to make maximum efforts; In order to increase production and carry out maintenance work to avoid any potential electricity crisis.
He directed the security ministries to protect electric power towers, confront sabotage, and pursue terrorist and sabotage groups that are trying to target power towers with the aim of confusing the situation and destabilizing the situation.
Al-Kazemi reviewed the general situation in the country, the latest developments in the global economic crisis, its effects on Iraq, and the follow-up to the implementation of the measures taken by the government in this regard; to mitigate the crisis.
The session witnessed the presentation of a detailed report on health measures related to controlling the Corona pandemic, the decrease in the number of injuries, the measures taken by the Ministry of Health in following up on the developments of the pandemic in Iraq and the world, and its efforts to secure treatments and vaccines in all health institutions.
After the Council of Ministers discussed the topics on its agenda, it issued the following decisions:
First / Approval of adding the powers listed below to the powers granted to the Minister of Planning pursuant to Council of Ministers Resolution (14 of 2022), indicated in the Ministry of Planning letter No. (2/8) /6604) dated March 8, 2022, as follows:
1- Changing the implementing agency between ministries and agencies not associated with a ministry, or the region or governorate that is not linked to a region, with the approval of the two concerned parties.
2- Changing the name of the project at the request of the executing authority or as a result of deleting or creating components, and in a manner that does not lead to a change in the nature of the project, its objectives, cost and assignments.
Second / Approval of the adoption of the strategy for repaying the internal public debt for the years (2022-2024), which was prepared by the Public Debt Department / Ministry of Finance within the draft federal budget bill for the Republic of Iraq for the fiscal year 2022 and the following years.
Third / agree to the following:
1- To authorize the Minister of Finance to negotiate and sign two draft agreements for the avoidance of double taxation and the prevention of tax evasion imposed on income, the first between the Government of the Republic of Iraq and the Government of the Republic of Azerbaijan, and the second with the Government of the Republic of Croatia, as amended by the State Council based on the provisions of Article (80/vi ) of the constitution.
2- The Ministry of Foreign Affairs prepares the necessary authorization documents on behalf of the Government of the Republic of Iraq to the Minister of Finance, according to the approved contexts, and submits them to the General Secretariat of the Council of Ministers to obtain the signature of the Prime Minister.
Fourth / Approval of the amendment of the Cabinet Resolution (138 of 2018) regarding the settlement of the issue of investors who have accrued interest on loans and those who are unable to pay; Because their projects stumbled for reasons beyond their control, and become as follows:
- The Diwani Order Committee (6 of 2017) prepares controls regarding the scheduling of loans and their interests due to investors and those who are unable to pay, and presents them to the Council of Ministers for approval.
Fifth / authorizing the Ministry of Education / the General Directorate of Evaluation and Examinations, the authority to print the examination notebooks for the sixth grade of middle school (exclusively) and prepare them from outside Iraq in the event that the Ministry of the Interior press cannot provide these notebooks with the required specifications and conditions, provided that purchase and processing are an exception to the stipulated contracting methods In the instructions for implementing government contracts (2 for the year 2014), with a guarantee of competitive prices, and this exception is for the last year.
